- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The solicitation number is DJD-09-R-0018 and is being issued as a Request for Proposal (RFP). The North American Industry Classification System (NAICS) Code is 493190. The Drug Enforcement Administration intends to issue a firm fixed-price contract under the test program described in FAR Part 13.5 for storage facility/service. The Statement of Work is as follows: The contractor shall provide adequate space for the temporary storage of approximately (16) official government vehicles (OGV) placed on surplus status until vehicles are sold or disposed of. There shall be a separate area designated for storage of DEA vehicles only. Vehicles in operating conditions shall be stored in covered parking. Vehicles not operational shall be stored in uncovered parking. Parking slots should be clearly marked and should provide easy access for vehicle inspection, removal, and testing. Contractor must make all arrangements to secure all vehicles in the event of a natural disaster such as storm and hurricane. The contractor shall perform the following: (a) A minimum of 20 minutes driving every 30 days (ensure batteries are charged and vehicles starts at the monthly interval); (b) Wash vehicles at least once a month (exterior only); (c) Waxed twice a year to prevent paint oxidation; and (d) Flat tires filled, if necessary. The contractor shall provide access to potential buyers to check the condition of the vehicles and serve as facilitator during the sale process. Contractor shall release the vehicles once authorized in writing, by the Contracting Officer Technical Representative (COTR) or a DEA Representative, ensuring that required documents are presented at the time of pick up. Contractor shall generate work orders upon receipt and removal of vehicles from temporary storage and attach such work order to monthly invoices. Contractor shall also generate work orders for the required services previously mentioned to maintain vehicles in good running conditions. Contractor shall maintain a record containing the time and date each vehicle was received and the date, time, name, and organization to whom the vehicle was released. Services must be rendered in a secured neighborhood in Puerto Rico within the metropolitan area including San Juan, Carolina, and Guaynabo, easily accessible to DEA personnel and potential buyers. Service must be provided Monday through Friday from 8:30 a.m. to 5:00 p.m. The storage facilities shall have 24-hour security service to ensure the safekeeping of DEA vehicles. The Contractor's personnel shall be escorted by a DEA employee at all times while visiting DEA facilities. DEA reserves the right to perform on-site inspection of the vehicles to ascertain their condition and to ensure that required services and contract specifications are met. CLIN 0001 Storage per vehicle per day; CLIN 0002 Driving vehicles for 20 min every 30 days per vehicle per month; CLIN 0003 Washing vehicles once a month per vehicle per month; CLIN 0004 Wax vehicles twice a year per vehicle. The proposed contract period is base year and four (4) twelve month option periods. The offerors shall provide prices for Option Period 1, Option Period II, Option Period III, and Option period IV. The solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-33. The provisions are 52.212-1(June 2008) Instructions to Offerors-Commercial Items; 52.212-2 (Jan 1999) Evaluation-Commercial Items; the offeror must submit a completed copy of the provision at 52.212-3(Feb 2009) Offeror Representations and Certifications-Commercial Items; 52.212-4(March 2009) Contract Terms and Conditions-Commercial Items; 52.212-5(May 2009) Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items.! The additional clauses cited within this clause are applicable: 52.222-50, 52.233-3, 52.233-4, 52.203-6 with Alternate I, 52.203-13, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52.225-13, 52.232-33; 52.217-8 (Nov 1999) Option To Extend Services (Fill-in: 60 days); 52.217-9(Mar 2000) Option to Extend the Term of the Contract (Fill-in: 60 days, 60 days, 60 months). For the purpose of 52.212-2, evaluation will be based in order of importance: (1) Technically acceptable, (2) Past performance (3) Price. The Government intends to make a single award to the responsive, responsible offeror whose offer, conforming to this solicitation, will be the most advantageous to the Government. Quotes must include the Taxpayer Identification Number (TIN) and DUNS number. The deadline for all questions is 12:00 noon EST June 25, 2009.
