Description
The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR 6.302-1(c), with Kistler Instrument Corporation for Ten (10) Model # 6053CC75U20 Pressure Transducers. The EPA National Vehicle and Fuel Emissions Laboratory is currently testing several new concept engines to be used as part of the propulsion system in a clean fuel efficient hybrid vehicle. This effort is a part of the EPA?s involvement with the industry/government program Urban Delivery Vehicle (UDV) program to improve exhaust emissions. The V-8 HCCI engine is a new concept engine which will be installed in a Hydraulic Hybrid Airport Shuttle Bus for a demonstration program in the State of California. The HCCI engine required in-cylinder pressure sensors to control and operate the engine. EPA utilizes Kistler cylinder pressure tranducers and amplifiers to measure combustion parameters. EPA has reviewed the marketplace and determined that there are no other Pressure Transducers with the proper dimensions to fit into the glowplug holes on the V-8 cylinder heads. The required specifications for a proper Pressure Transducer is as follows: Pressure range: 0 to 250 bar, Sensitivity: -19 pC/bar, Linearity: less than 0.4%FSO, Temperature range: -50 to 350 degC, Sensor tip diameter: less than 6 mm, Sensor body diameter: less than 8 mm, and Sensor body length: 60 to 85 mm. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, any firm believing itself capable of providing Pressure Transducers that meet the above specifications may submit appropriate documentation by July 3, 2009. A determination not to compete the proposed requirement based upon responses received will normally be considered solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
