Description
This is a sources sought announcement only. This is not a solication announcement. The purpose of this announcement is to gain knowledge of current market capabilities. There is not a solication avaiable at this time. However, upon review of the capabilities statements, WVES will make a determination if the information submitted meets the minimum technical qualifications specified and wheather to include the organization in any future potentical solication for the scope of work. The proposed scope of work: To control the further expansion of Sr-90 groundwater contamination, installation of a permeable treatment wall (PTW) is being pursued. The trenching/installation scope of work for installing a PTW (aka, permeable reactive barrier technology) generally includes providing all the equipment and labor necessary to install a 900 ft long (maximum) continuous trench that is up to 3 ft wide with depths varying from 15 to 25 ft below grade surface. Trenching will occur in an area where Sr-90 groundwater concentrations range from 1,000 to 35,000 pCi/l Sr-90 and dose rates are less than 10 mr/hr. The soil in the area of the proposed PTW consists of fill (reworded native silty sand) and silty sand and gravel (S&G). The S&G overlies a denser, low permeability silty till. The contractor’s equipment shall be capable of completing a continuous trench with 50 ft radius bends or less. The trench shall be immediately backfilled with a 14 x 40 mesh zeolite aggregate material (supplied by WVES). Spoils and backfill handling, including a loader for filling the trench hopper, shall be provided by others. The contractor will be required to complete site specific health and safety training and drug testing; rigorous equipment radiological decontamination will be required after completion of work. Site restoration shall be completed by others. The scope of work includes the following tasks: Provide technical support during design phase Provide and operate trencher and zeolite feed equipment Mobilization and setup of equipment and demobilization Provide onsite certified health and safety professional during trencher operations Tentative schedule completion- Summer/Fall 2010 Due to the uniqueness of the project, capability statements shall include documentation that describes: Past Experience - Provide supporting documentation demonstrating that your proposed installation of subsurface permeable or treatment barrier/walls has a minimum of five (5) years of proven experience of similar complexity and magnitude. Past Performance - Provide supporting documentation demonstrating project experience at sites with radiological constituents in soil/groundwater at DOE/DOD sites.. For each project, provide references which include the Project Manager name, phone number, subcontract number, brief scope of work, period of performance, and dollar value. Contractors equipment - Provide information on equipment capability that would be used to meet the requirements. Project Engineer/Manager Qualifications - Provide supporting documentation demonstrating a minimum of five (5) years of strong project engineering/management experience relative to installation of subsurface permeable barriers. Project Schedule - Provide supporting documentation demonstrating your ability to complete the scope of work within a one (1) month schedule after mobilization has been completed. Quality Assurance - Provide supporting documentation demonstrating your ability to operate to ASME NQA-1, 1989.
