- Under the Authority of Federal Acquisitions Regulation, Part 6, Subparts 6.301 and 6.302, the U.S. Census Bureau intends to contract with Ms. Florence Abramson on a sole source basis to provide expert advice and assistance to the Decennial Management Division (DMD) to provide a quality process review of all Study Plans and Reports that are for the 2008 Census Dress Rehearsal Assessments, 2010 Census Evaluations, Experiments, Assessments, and Quality Profiles as part of the 2010 Census Program for Evaluation and Experiments (CPEX). The objective of the quality process is to ensure that all evaluation, experiment, assessment reports, and quality profiles prepared for the 2008 Census Dress Rehearsal, and the 2010 Census meet the U.S. Census Bureau’s high standards throughout the development of the methodology, study plan, specifications, software, analysis, and documentation of results. It is also intended to ensure the accuracy and completeness of 2010 CPEX results, to ensure that answers to the designated research questions provide useful information for understanding the 2010 Census and for planning the 2020 Census, to ensure consistency across report presentations, and to ensure that the 2010 CPEX reports are accurate, complete, and understandable to a Census Bureau audience and to our stakeholders. The Census Bureau believes Ms. Abramson’s institutional knowledge, experience and skills make her uniquely qualified to complete the required services. This requirement consists of a base period of date of award through July 31, 2010 and four (4) one-year option periods. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested parties may submit their capabilities statement to Paul Boesch at email address Paul.W.Boesch@census.gov, by 3:00 pm on July 2, 2009. This notice is not to be considered a request for quotations or proposals. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received within 15 days from the publication of this synopsis, a contract may be issued to Ms. Abramson without further notice.
