Contracting Office Address US Army Research, Development & Engineering Command (RDECOM), APG Contracting Div., Edgewood Branch, ATTN: AMSSB-ACC-E, 5183 Blackhawk Road, Aberdeen Proving Ground, MD 21010-5424 Description The Joint Product Director for Advanced Detection Systems (JPD-ADS) under Joint Project Manager for Biological Defense (JPM-BD) is issuing a request for information (RFI) for potential sources of available technologies and products to support a proposed unified/common biological aerosol confidence check device. This confidence device is intended to be used across multiple JPM-BD programs, with the potential use across Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD) programs, to increase the operators confidence that a biological aerosol detection system is working properly. A portable confidence device is essential in order to enhance user confidence with a given detection system and to measure the functionality of the system in a changing operational environment. The confidence device could also be used to standardize test methodology and training on biological point detection systems. Instead of continuously testing detection systems in a laboratory environment or chamber-type setting, it would be beneficial to bring the portable device to the location of the fielded/deployed system. Important aspects of a confidence device and material are: it must be environmentally safe, user-friendly, pose no human health hazards, and operable with no more than basic personal protective equipment (goggles and gloves). The dispersed material must mimic the appropriate size distribution of a biothreat agent in a uniform, reproducible, known quantity with a stable shelf life of at a minimum one (1) year. A standardized material, field rugged disseminator, and integrated confidence device for detection systems are ultimate end goals. This RFI seeks submissions that will improve user confidence for biological detection systems. Vendors both domestic and international are encouraged to respond. PART I Technical Criteria. Vendors with products in the Technology Readiness Level 7 or higher are of interest to support Government acquisition program(s). Confidence Device "If batteries are required, must operate from Standard Rechargeable and Non-rechargeable Commercial or Military Batteries. " (Operator) Set up time: Less than 5 minutes from tactical carry configuration to dissemination to the detector or collector "Hand held / Field Portable "Field Rugged and Environmentally hardened "Easy to operate Confidence Material "Safe for inhalation and ingestion with accompanying MSDS "Environmentally friendly "Stable with shelf life of minimum 1 year "Reproducible, uniform, known amount dispersed "No special Personal Protective Equipment (PPE) required PART II - Submission of Information. Vendors desiring to respond to this request are asked to submit a white paper and a quad chart (available upon request) as a summary template. White paper: Limit the number of pages to ten (10) total (Times New Roman, Font 12, one (1) inch margins) excluding cover and photos (included separately). Describe confidence device technology used, current state of device and development plans to meet criteria stated in Part I. Also include tests planned/completed, confidence material used, Material Safety Data Sheets, step-by-step operational start-up and shutdown procedures (if any), required operator skill level, power consumption and sources used/adaptable to, confidence device physical dimensions (size (in x in x in), weight (lbs), footprint (in^2), and volume (in^3)), if battery-operable: battery weight (lbs), consumable (cost, quantity/cost per sample), shelf life, production capability, amount of material released, concentration of material, number of releases one device is capable of dispersing, cost of device as presently configured and photographs of complete device. The Government is interested in any current commercial applications and/or licensing/intellectual property provisions. One (1) paper copy and one (1) electronic copy of both the white paper and photos are required. To be responsive to this announcement, vendors must supply their information as requested in writing by 7 August 2009 to U.S. Army Research, Development, and Engineering Command (RDECOM), 5183 Blackhawk Road, ATTN: SFAE-CBD-BD (Leanne A. Chacon), Building E3551, Aberdeen Proving Ground, MD 21010. Concurrently an electronic copy of each document will be placed in a Drop Box: Access to the ECBC Drop Box is as follows and good from any Browser https://dropbox.apgea.army.mil/cgi-bin/dropbox.pl. The recipient email address for the Drop Box is leanne.argue.chacon@us.army.mil. ONLY PDF FORMAT IS ACCEPTABLE FOR INFORMATION SUBMITTED. Your files will have a special prefix designation of RFI Confidence, followed by your company name, and then the name of the file. For example: RFI_Confidence_ABC_whitepaper.pdf. DO NOT use blank spaces in the file name and the file name is not character sensitive. Electronic submissions will be accepted, but not in place of the written submissions. Vendors are requested to provide the name of Contact Person for their company, telephone number, FAX number, email and complete address with each submission of data. The Government is under no obligation to select any participating technologies. This Biological Aerosol Confidence Check Device RFI will offer participants an opportunity to provide unique technology and product information about their aerosol confidence device to JPM-BD/JPD-ADS.
