NO QUOTES WILL BE ACCEPTED AT THIS TIME THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY Dry Van Body with attached Hooklift Loader Sub-Frame and Lift gate Description of Agency Needs:1 The Alaska Region of the National Park Service, Denali National Park requests bids for the purchase of a hooklift loader frame with an attached dry van body, for its use on a Government owned cab-chassis truck. The technical specifications required of this purchase are outlined below 2 Vehicle Application: The vehicle will be used for bulk materials transport and delivery within interior Alaska. Materials delivered will be general dry freight. The truck will be operated over mountainous terrain on grades in excess of 12%. Local mountain roads are primitive, gravel surface travelways with soft underbedding. The unit will be subject to varying terrain and weather conditions common within a sub-arctic mountain environment. 3. Government Owned Cab / Chassis Truck, General Information: The truck cab-chassis being upfitted through this purchase is rated to a minimum of 33,000 GVWR (front axle minimums of 12,000 GAWR and a rear axle minimum of 21,000 GAWR); and has a cab to axle length of 135 - 138 inches. The truck is equipped with a Stellar Shuttle 20,000 pound hooklift loader, Model 138-18-20. 4. Hooklift / Dump Loader, Truck Body Hook and Frame: A hooklift loader skid frame (fitting a Stellar Shuttle 20,000 pound hooklift loader, Model 138-18-20, or equal) shall be installed on the dry van truck body. Any hooklift / loader system claiming to meet the "or equal" status shall possess each of these following salient characteristics: 4.1. Compatible in function, fit, finish and warranty when used by a Stellar Shuttle Model 138-18-20.4.2. Frame will accommodate a non-dumping body length of 19'.4.3. The hook bar and skid frame shall be securely attached to the dry van body using industry standard methods common in heavy-duty or off-road applications. 4.4. Additional skid rails and guarding plates shall be adequately installed to protect the van body and all van body accessories from ground damage during loading and unloading procedures. 4.5. Rear Body Hold-Downs: Dual fixed-position hold down devices mounted to the frame shall secure the van body to the truck. This shall be accomplished without using steel springs or hydraulic/air cylinders. Loader shall be compatible to containers manufactured under ANSI Z245.60, Waste Containers.4.6. Frame Warranty, Parts manuals and Shop Service / Repair manuals, one copy each. 5. Heavy Duty Dry Van Body: A Marion Dry Van Truck Body (or equal). DOT compliant, 19' L x 96"W x 85" (approximate) H body, of a heavy-duty construction capable of withstanding the stresses of constant use over soft and uneven gravel roads. Shall be equipped with a roll up door and rail lift type foldable liftgate. The finished (unloaded) van body and skid frame shall not exceed 11' height when mounted on the government owned cab chassis and Stellar hooklift frame.5.1. Subframe will consist of (minimum) 4 inch, 80,000 PSI high-tensile steel I-beam crossmembers spaced at 12" centers. Within the wheel area frame construction shall allow proper tire clearance while also providing similar structural integrity when compared to other areas of the van floor. 5.2. Flooring shall consist of (minimum) 1-1/8" laminated hardwood flooring, permanently bonded with adhesive and cured. The rear entry flooring shall be flush. Two screws per board per crossmember (minimum), staggered on each side of the I-beam shall be used for securing the flooring.5.3. Rear door frame shall be constructed of (minimum) 12 gauge galvanealed steel with corner posts extending to the bottom of the formed 7 gauge threshold. The top header shall have a built-in rain trough and recessed rear marker lights below it. 5.4. A roll up rear door providing a minimum of 79" of opening clearance height shall be supplied. Roll-up rear door shall have side seals as standard. The counterbalance spring shall be fully coated, to protect its entire surface from corrosion. 5.5. Rear door threshold shall be constructed using 7 gauge steel (minimum). The threshold shall be flush mounted with the flooring and constructed in a fashion that will anchor the rear frame and support the installed liftgate. 5.6. Front wall of the truck body shall be constructed using 7 vertical posts (minimum). A full width steel protective angle shall be installed at the base of the front wall and secured to the front crossmember to provide extra rigidity. Radius aluminum corner posts, top front radius, and cast aluminum corner caps shall be provided. 5.7. The van box shall be equipped with interior lighting, plywood lining, tie rings along sides and the front bulkhead, and scuff plates.5.8. The van box shall have a Maxon Rail Lift RC3 (or equal) foldable rear mounted liftgate rated to a minimum of 3,000 lbs. 5.9. A skid frame shall be provided that protects the liftgate assembly from ground contact or damage during load / unload of the truck body. [Ref 5.4]5.10. The outside surface of the van box shall be painted Imron White; the exterior posts, caps and radius left as an aluminum finish.5.11. Undercoating shall provide a weatherproof, protective surface that is highly resilient to stone, ice, and salt abrasion. 5.12. Lighting and Marking, shall be DOT compliant:5.12.1. Rubber grommet mounted, impact resistant lenses.5.12.2. All wiring harnesses shall be within a fully enclosed loom, routed to avoid snagging or wear, securely mounted to the frame. 5.13. Connections of hydraulic, electrical and pneumatic lines between the truck body, stellar hooklift and the cab-chassis truck will use a Multifaster 2P5-3P5 or 2P6-3P6 series quick release coupling. All fittings and hoses shall be SAE. Flat face couplings shall be used wherever possible.5.14. Dry Van Body Warranty, Operators, Parts and Shop Repair manuals, one copy each. 6. Dealer Prep: The Awarded Bidder shall be responsible for final inspection and prepping for shipment of the completed unit. 7. Delivery of Equipment, FOB Denali National Park & Preserve: Delivery will be of the completed ready to work unit, shipped to: Denali Park, Alaska. Delivery of the completed unit shall be made on or before December 1, 2009.
