- In accordance with FAR Part 15, Contracting by Negotiation and Subpart 19.10 Small Business Competitiveness Demonstration Program (Public Law 100-656) the National Park Service intends to issue a Request for Proposals (RFP) for Rehabilitate Wastewater Treatment Plant at Bandy Creek Campground, Big South Fork National River and Recreation Area, Oneida, Tennessee. This project will replace the wastewater collection and treatment components at Bandy Creek Campground. It will consist of removing the sludge from the lagoons, replacing the liners and the aeration/grinder equipment, and replacing the sand filtration system. Bandy Creek Campground is the largest developed campground in Big South Fork NRRA and has 182 campsites, three comfort stations, seven bathhouses, a public swimming pool with bathrooms, and a concession run stable. The wastewater treatment and collection components at Bandy Creek Campground have been in use since 1984. The sludge in the lagoons has built up through the years and requires removal. There are approximately 50,932 square feet of liner to be replaced, by contract. The liners are tearing in the corners and the vent hoses that are attached to the liner are coming off. They are deteriorating and require replacement. The average life span of a liner is approximately 20 years and by 2004 they will reach that life span. Replacement of approximately 740 cubic yards of sand and rock in the sand filter, which filters the treatment plant effluent before it goes through the chlorine chamber, will also ensure compliance with the plant's NPDES permit. This requirement is NOT a Small Business Set-Aside. The North American Industry Classification System (NAICS) is 237110; the size standard is $33.5 million. Estimated price range: between $250,000 and $500,000. Tentative issue date of the Solicitation is July 6, 2009. There will be a Pre-Bid meeting held for this project at the site. The date and time for the meeting will be provided in the solicitation.
