Description
Modification 3: The pre-solicitation notice issued on May 22, 2009 is modified to include the following: 1. Contractors' questions and Government responses are provided in the attached file for information purposes. 2. The second paragraph is changed to read: "The contract coverage is in Guam, U.S.A. Planned projects include, but are not limited to, new construction and repair and alteration of base development facilities (including, but not limited to, barracks, dormitories, administrative facilities, and fire/police stations)." 3. Selection criteria 1 is changed to read: "Firm's demonstrated recent experience with regard to design of base development facilities including performing Design Charrettes/Functional Analysis Concept Developments (FACD) and preparation of design-build and design-bid-build contract documents similar in size, complexity, and dollar value (approximately $50-100 million or more in construction value [FY08 dollars] per project/contract). Base development facilities include, but are not limited to, barracks, dormitories, administrative facilities, and fire/police stations. Individual features (barracks, dormitories, administrative facilities, and fire/police stations) do not have to be within a single project scope; however, projects that contain several or all features may be given more favorable consideration than projects that contain only individual features. Also, base development projects designed and constructed in environments similar to Guam (remoteness, corrosiveness, etc.) will be considered more favorably. List a maximum of ten (10) relevant projects completed in the past ten (10) years which best describe experience in design of base development projects discussed above. A project or contract is defined as either a stand-alone contract or a single task order, or an accumulation of related task orders under the same Indefinite Delivery Indefinite Quantity (IDIQ) contract having the features described above. 3. Selection criteria 2, paragraph a, is changed to read: "Active U.S. professional registration or equivalent qualifications. Note: During contract execution, U.S. registration will be required for all engineers who approve designs." 4. The order of importance for Selection criteria 5 through 7 is revised as follows: a. Selection criteria 5, Extent to which firms identify and commit to small business (SB), small disadvantaged business (SDB), women-owned small business (WOSB), historically underutilized business zone small business (HUBZoneSB), historically black college or university and minority institution (HBCU/MI) and veteran-owned small business (VOSB), and service disabled veteran-owned small business (SDVOSB) in performance of this contract, whether as a joint venture, teaming arrangement, or subcontractor, is moved to Selection criteria 7. b. Selection criteria 6, Sustainable Design, is moved to Selection criteria 5. c. Selection criteria 7, Quality Control Program, is moved to Selection criteria 6. 5. Selection criteria 5, Sustainable Design, is changed to read: "Sustainable Design: Firms will be evaluated in terms of their knowledge and demonstrated experience in applying sustainability concepts through an integrated design approach and designing in accordance with the U.S. Green Building Council, Leadership in Energy and Environmental Design (LEED) Green Building Rating System or equivalent. Identify examples indicating design team (including consultants) experience and concepts employed, LEED certification points anticipated and final LEED points awarded, and LEED certified professionals proposed for this contract. 6. Selection criteria 7, paragraph a, Past performance in utilization of small business concerns, is deleted in its entirety. 7. The response due date is extended to 2:00 p.m. Hawaii Standard Time (HST) on July 1, 2009.
