Description
This is a notice of intent, not a request for proposal. A solicitation document will not be issued and proposals will not be requested. The acquisition is being conducted under simplified acquisition, FAR Part 13 and is exempt from FAR Part 6, Competition Requiement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability in response to this notice is solely with the descretion of the Government. The National Heart, Lung, and Blood Institute (NHLBI) intends to negotiate and award a purchase order on a non-competitive basis to Rigaku Americas Corporation, 9009 New Trails Dr., Woodlands, TX 77381 for a Rigaku MicroMax-007HF/Rigaku R-Axis 4++ and associated X-ray crystallographic equipment. The mandatory technical specificatins are as follows: All specifications must be demonstrated and guaranteed on site (level B2 of Building 50) and must have been achieved by the supplier at the time this proposal is submitted. 1. The footprint of the entire system must not exceed 20 x 40 inches, with an additional clearance of 3 inches total per side for an X-ray safety enclosure. This requirement arises from the limited space available for the facility. 2. The X-ray source should have a brilliance exceeding to 7.5 x 1010 X-rays/mm2/sec fluence at the sample position through a 0.1mm crystal size aperture with divergence no greater than 4.8mR and a beam size at the sample of no larger than 210m. The aperture size is dictated by the typical size of the crystals that will be employed in this Laboratory, and the divergence is such that Bragg spacings of at least 300 Å can be routinely resolved. 3. The X-ray generator should have a focal size below 0.1 mm in order to achieve optimal signal-to-noise ratios at the detector. 4. The X-ray generator should have filaments that are easily changed and aligned, both to minimize downtime and the need for service by the supplier. 5. The area detector should be based on imaging plate technology because of its proven performance, ease of operation and maintenance, and cost-performance. A dual-plate instrument is required to provide redundancy, should one imaging plate be damaged. 6. The cryogenic system should be able to operate using house nitrogen gas, rather than a nitrogen generator or liquid nitrogen. Because of the limited space available for the facility, it is not possible routinely to provide liquid nitrogen tanks for data collection. 7. In order to simplify maintenance calls, it is desirable to have a system solution provided by a single vendor, rather than sourcing components from different manufacturers. This sole source acquisition therefore is justified under the authority contained in 41 U.S.C. 253 (1) and FAR 6.302-1 (a) (2), states that: When the supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements full and open competition need not be provided for.
