Description
The Olympic National Forest, Washington, intends to acquire by contract: replacement of two existing culverts with new larger corrugated & galvanized steel pipes; installation of a new plastic pipe; widening of the existing road on a new curve alignment; and removal of unsuitable material. This project is located on Forest Service Road 2190000 MP 2.4 on the Pacific Ranger District (South Area) of the Olympic National Forest, Section 10, Township 23 North, Range 10 West, near Lake Quinault, Washington. Project site may be reached by driving north on State Hwy 101 from Aberdeen, Washington, to FS Road 2190, a.k.a. Prairie Creek Rd. Turn right on FS Rd. 2190 and proceed east 2.4 miles to the project site, where the road crosses over Milbourne Creek. Contract period of performance is from JULY 15, 2009, to November 15, 2009. In-stream work may be performed between JULY 15th and SEPT. 30th. Project Manager is Mr. Shannon Henriquez, 360-956-2264. The government will proceed to issue a solicitation as a Request for Proposals. This acquisition is 100 percent set-aside for HUBZone small business concerns. Offerors will be evaluated on price, experience, and past performance. Contract award will be to the offeror whose offer, conforming to the solicitation, is the best value to the government. The government estimated value is between $50,000 and $100,000. No bid bond is required. If the contract price is equal to, or greater than, $100,000.00, performance and payment bonds are required for this project. If the contract price is less than $100,000.00, only payment protection is required. Davis-Bacon wage rates apply to any resulting contract. The proposed contract-type is firm-fixed price. This solicitation will be available on or about JUNE 26, 2009. Advertising and response times have been reduced due to the urgency to complete this project. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
