- This project is a Historically Underutilized Business Zone (HUBZone) Set Aside. The Government will only accept bids from HUBZone businesses. U.S. Army Corps of Engineers, Kansas City District, intends to issue an Invitation for Bid (IFB) solicitation for construction at Fort Leonard Wood, Missouri based on Lowest Price. This IFB will result in a Firm-Fixed Price Contract. Base Contract: The purpose of the IFB will be to construct a Mine Detection Training Facility at Fort Leonard Wood, Missouri. The facility will include two 14,660 square foot 36-dog kennels to support four new Mine Detection Dog Detachments. Estimated contract duration is not to exceed (NTE) 540 calendar days for the base contract. The successful offeror will be required to furnish all labor, materials, permits, equipment and services necessary to manage and accomplish the designated construction, recommending a solution and remediation of any problems in a timely and efficient manner. Project includes administrative areas, handler work space/break area, multi-purpose room, locker room, shower, restrooms, examination room, animal food preparation area, animal bathing room, kennel space, and mechanical room. Special foundation work is required. Install an intrusion detection system (IDS) with closed circuit television system for remote monitoring of the facility. Connect energy monitoring and control system (EMCS). Supporting facilities include extension of and connection to existing base utilities; water, sewer, electric service, security lighting, fencing and gates; fire protection and alarm system; paving, walks, curbs and gutters; parking; storm drainage; sanitary sewerage system for animal waste; information systems; and site improvements. Heating (gas-fired in floor system) and air conditioning (100 tons) with air exchange system will be provided by self-contained systems. Access for the handicapped will be provided. Antiterrorism/Force protection measures include security lighting, barriers, fencing, and laminated glazing. The estimated magnitude of this project is between $10,000,000 and $25,000,000. The North American Classification System (NAICS) Code for this project is: 236220. Small Business size standard for this project is: $33,500,000. At this time, no pre-solicitation conference is planned for this solicitation. If the government does elect to hold a pre-solicitation conference, the pre-solicitation announcement will be modified accordingly. The solicitation will be available on or about 6 July 2009 and proposals will be due on or about 5 Aug 2009, 12:00 pm (CST). The solicitation including any amendments shall establish the official opening and closing date and time. This solicitation with plans, specifications, and any amendments, will be published in electronic format on FedBizOpps https://www.fbo.gov. There will be no printed hard copies or CD-ROM Disks provided by this agency.
