- Description
- The Contractor shall provide all parts, labor, tools, supplies, equipment, materials, technically qualified personnel and management necessary to provide and install Thirty-four (34) Military Container Wraps. Each exterior face of each panel is coated with Flat-Sheen UV Cold-Laminated Calendared Polymeric Air Egress PVC film that features photo- realistic graphic images that are designed to simulate foreign urban structures at Fort Sill, Oklahoma. North American Industrial Classification System (NAICS) Code 313320 is applicable to this acquisition. The applicable size standard is 1,000. The Government will issue a 100% set-aside for small business Request for Quotes (RFQ). The Government will evaluate offers in response to this request and award a purchase order/contract to the responsible offeror whose offer conforms to this request, and will be most advantageous to the Government considering price and other factors (e.g., past performance, delivery, socio-economic status and/or quality). Award will be made based upon the best value to the Government in accordance with procedures in FAR 13.106-2(b). Award of a Firm Fixed Price (FFP) contract is contemplated. Supply/services will be procured pursuant to the regulatory direction of FAR Part 13.5 Test Program For Certain Commercial Items. The entire solicitation package will be made available on the Federal Business Opportunities (FedBizOpps) website at http://www.fedbizopps.gov/ and the Army Single Face to Industry (ASFI) website at https://acquisition.army.mil. Requests for copies of the solicitation package by any other means will not be honored. Potential offerors are responsible for monitoring the FedBizOpps website for the release of the solicitation package and any subsequent solicitation amendments. The RFQ will be issue on or about 22 April 2009. There will be a pre-proposal conference/site visit on 30 April 2009 9:00 a.m. CST that all prospective bidders are encouraged to attend. Persons attending the site visit should be at Directorate of Contracting, Bldg 1803 Macomb road, Fort Sill, OK, no later than 8:45 a.m. CST on 30 April 2009. Written or telephonic notification of attendance must be received by the Contracting Officer not later than 28 April 2009 @ 4:00 p.m. Point of contract is Mae Snyder, at telephone number 580-442-8895 or e-mail mae.l.snyder@us.army.mil Due to the limited space available, each concern should limit the number of their representatives attending to two (2) persons. The closing date for submission of offers will be on or about 21 May 2009, 12:00 p.m. CST. All responsible sources may submit a response which, if timely received, will be considered. Pursuant to FAR 4.1102(a), prospective contractors shall be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Contractors are encouraged to obtain further information on CCR registration at the following website: http://www.ccr.gov/. This announcement does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs.
