- Description
- The contractor shall furnish all plant, labor, materials, expertise, testing, surveying, equipment, reports, samples, warranties, and transportation as required for removing airfield painted markings and runway rubber deposits and painting airfield markings in strict accordance with the contract drawings and technical specifications as specified herein subject to the terms and conditions of the contract. Work shall include, but not limited to, removing and disposing of existing airfield painted markings and runway rubber, and applying reflective and non-reflective paint on runways, overruns, taxiway, and aprons as specified and shown herein. This is a Request for Proposal (RFP). There will be no public bid opening. Award will be made based upon lowest priced, responsive, responsible offer and the terms in the solicitation. The period of performance is expected to be 60 days after the Notice to Proceed is issued. This will be awarded unrestricted in accordance with the Small Business Competitiveness Demonstration Program. The magnitude of construction is between $100,000 and $250,000. The NAICS code for this requirement is 237310. The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation, including the specifications and drawings, will be made available only on the Federal Business Opportunities (FedBizOpps) Web Site at http://www.fedbizopps.gov/. Potential offerors are responsible for monitoring this site for the release of the solicitation package which should be on or about 6 July 2009 and any other pertinent information and for downloading their own copy of the solicitation package and drawings. Potential offerors MUST register at http://www.fedbizopps.gov/ in order to receive notification and/or changes to the solicitation. All contractors MUST be registered in the Central Contractor Registration database and ORCA database or their proposal will not be considered. Contractors can obtain further information on the Central Contractor Registration (CCR) and ORCA registration at web site http://www.ccr.gov/ and http://orca.bpn.gov/. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs. NOTICE TO OFFERORS: Funds are not presently available for this project. No award will be made under this solicitation until the funds are available. The government reserves the right to cancel this solicitation/RFP either before or after the bid opening/RFP closing date. Per AFFARS 5352.201-9101: An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Mr. Michael R. The ombudsman has no authority to render a decision that binds the agency.
