Description
Offeror Return Package Exhibits for Solicitation - these are compressed.zip files Solicitation Package The Tahoe 2009 Vegetation Mapping project facilitates the implementation of the Sierra Nevada Framework Plan Amendment (SNFPA) and the Tahoe NF Land and Resource Management Plan. The resulting vegetation map will assist land managers in managing all resources within the boundaries of the Tahoe NF and meeting the requirements of the TAHOE LMP and the SNFPA. This work is organized in the “Performance Based Statement of Work (PBSOW)” format. This format meets the requirements of recent changes in Federal Procurement Regulations. SCOPE: The purpose of this solicitation is to secure services for the development of a GIS coverage of the existing vegetation as per the precision and accuracy standards described in Sections D.5.2 and D.5.3 of the solicitation. PROTOCOL: The vegetation mapping shall comply with Federal Geographic Data Committee (FGDC) standards and specifically with existing USDA Forest Service standards for vegetation mapping as described in the USDA Forest Service Gen. Tech. Report WO-67 Existing Vegetation Classification and Mapping Technical Guide Version 1.0 which can be found at http://www.fs.fed.us/emc/rig/integrated_inventory.shtml The resulting vegetation map shall be a mid-level map that exceeds mid-level requirements for some attributes that are important to project level planning. Project Level standards required for this project are described in Section D.5.2, D.5.3 and Exhibit D.8.2 TAHOE NF 2009 Vegetation Mapping Data Dictionary. Where there is conflict, project level standards supercede accuracy standards provided in other more generalized references. The Contractor shall furnish all necessary personnel, facilities, equipment, materials, and transportation to perform the work described herein, except for items which the contract clearly states are to be furnished by the Government. The contractor or his Representative shall personally supervise all phases of the project, including field surveys. D.1.2 PROJECT LOCATION AND DESCRIPTION All contract areas are located on the Truckee, American River, and Yuba River Ranger Districts of the Tahoe National Forest. The vegetation mapping project covers land administered by the USDA Forest Service and also includes lands under other ownerships so as to provide a complete map of the existing vegetation within the project boundary.
