Description
Statement of Work (SOW) Provisions and Clauses Solicitation SF1449 The U.S. Securities and Exchange Commission (SEC) has a requirement for a web-based electronic service that provides access to court case information and records for federal, state, and local courts for SEC staff nationwide. The period of performance for this service will be one (1) base year with four (4) option periods. This is a Combined Synopsis/Solicitation for a commercial item prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested in accordance with this RFQ and its respective attachments. This combined synopsis/solicitation will result in a firm fixed price contract. Simplified acquisition procedures will be used per Federal Acquisition Regulation (FAR) Part 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-21. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text (iv) The NAICS code is 541119 and size standard is $6.5 Million. The following FAR provisions and clauses are incorporated by reference and/or attached as addenda, and can be found in full text at www.arnet.gov/far: 52.212-1 Instructions to Offerors - Commercial Items. (ix) 52.212-2 Evaluation--Commercial Items where technical evaluation factors are listed in the addenda. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition, as do the clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. Applicable FAR clauses are attached in the addenda. The contract number shall be placed on or adjacent to all exterior mailing or shipping labels of deliverable items called for by the contract. Offers are due July 10, 2009 by 2:30 p.m. EST. Quotes shall be accepted before closing, by email, hand delivery, or mail (Fedex, UPS, U.S. Mail, etc). However, it is the responsibility of the contractor to ensure the quote is received by the closing date and time. Regardless of delivery method, all offers must be signed, with the signed original forwarded by mail to: Attn: London E. Mitchell, US Securities and Exchange Commission, Office of Acquisition Services, MS 0-20, 6432 General Green Way, Alexandria, VA 22312-2413. Offers submitted by email shall be sent to the following addresses: mitchelll@sec.gov and dempsd@sec.gov A complete offer will consist of: (1) Price for CLINS 0001 through 0005 (2) Signature on the page that lists the price (3) Detailed narrative addressing how the offeror will achieve the requirements listed in the Statement of Work and combined synopsis solicitation (4) Completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. Note: All offerors must provide an on-site demonstration of their web-based electronic service being offered, not-to-exceed one hour in duration. Product demonstrations shall be performed during the week of 29 June 2009 through 2 July 2009, by appointment only. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government. Any and all questions must be submitted in writing, and shall be due by 4:30pm EST on 2 July 2009, via email to mitchelll@sec.gov. Answers to questions will not be provided orally.
