- This announcement is for the purpose of soliciting names of construction contractors interested in submitting a proposal to provide construction services for the Isa Air Base in Bahrain. The project is for Design/Build for demolition, removal and replacement of cracked/broken deteriorated concrete and asphaltic pavements; routing and sealing of cracks in asphaltic pavements; rubber removal from the touchdown area of Runway 33; remarking/restriping of pavement areas disturbed by this contract; culvert erosion repair, and construct aircraft off-loading dock at Isa Air Base, Bahrain. The performance period will be 365 days from Notice to Proceed (NTP). The magnitude of this construction project is between $5,000,000.00 and $10,000,000.00. All work is to be performed within the secure perimeter of the Air Base. Funds are not currently available for this acquisition. No contract award will be made until appropriated funds are made available. Plans and Specifications: Two (2) sets of the solicitation will be issued on compact disk (CD) to prime contractors at no cost. The solicitation will not be provided to subcontractors, suppliers or vendors. The solicitation will not be available over the internet. Contracting Procedures: The solicitation will be a Request for Proposal (RFP). The evaluation will include both Non-Price and Price factors. The Request for Proposal will contain complete evaluation criteria. The Government may include options in the solicitation. The acquisition will result in a single firm fixed price construction contract awarded based on a best value determination. Acquisition Time Line: Tentative date for issuance of Request for Proposal (RFP) is July 6, 2009. Date for a Pre-Proposal Conference and Site Visit will be stated in the RFP. Site Visit Information: An organized site visit will be conducted. Information on the date and time of the site visit will be conveyed in the RFP. Site visit attendance may be limited to one person per firm. Attendance is not mandatory. The site visit date is subject to change at any time due to air base operations. Access requirements to the Air Base will be stated in the RFP. Offerors interested in receiving this solicitation should submit the request electronically to Maria L.
