Description
Performance Work Statement (PWS) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP). Offers will be evaluated IAW FAR Part 13 best value procedures. This procurement is advertised as Full and Open Competition. This procurement is for the use of the test equipment; purchasing test kits and support services to perform Autoimmune/Infectious Disease/HIV-1 Western Blot testing for the Immuno Diagnostics Reference Laboratory (equipment usage costs and support services costs shall be included in the per-test pricing of the test kits). The government is currently utilizing one BioPlex 2200 System and requires an additional two systems for recently increased workload; this brand information is provided solely for the purpose of identifying the capabilities (automation speed, etc.) needed to meet the Government's requirements. The Government's complete requirements are identified in the attached PWS dated 19 June 2009. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-33 (effective 15 June 2009) and Defense Federal Acquisition Regulation Supplement change notice (DAC) 20090115. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. FAR 52.212-2, Evaluation - Commercial Items also apply. Fill-ins for FAR 52.212-2: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical capability will be evaluated by how well the proposed product meets the government requirement instead of predetermined sub-factors. Evaluation Basis for Award: Technical and price in this order of relative importance; FAR 2.212-3 Offeror Representations and Certifications -- Commercial Items, FAR 52.212-4 Contract Terms and Conditions -- Commercial Items and FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, and applicable DoD and Air Force supplement clauses also apply. Government Purchase Card (GPC) invoicing procedures also apply. The type of BPA anticipated is firm-fixed price with performance period of 50 months. It is the offeror's responsibility to be familiar with applicable clauses and provisions. The delivery and installation completion date for these items is two (2) weeks after receipt of Order and if that is not possible then propose a delivery and installation completion date. Delivery will be FOB Destination to Brooks City-Base, TX. The NAICS Code is 325413 the size standard is 500 employees. The response date of 4:00 PM, Central Time, 26 June 2009.
