Description
The U.S. Department of State, Bureau of Human Resources, Office of Recruitment, Examination and Employment (HR/REE) is seeking a certified industrial psychologist to provide advice, assistance and support for Foreign Service selection procedures. This includes the Foreign Service Officer Test (FSOT), Qualifications Evaluation Panel (QEP), Foreign Service Oral Assessment (FSOA), and selection procedures generally for Foregin Service generalists and specialists. The successful contractor will assist the Department in ensuring that all examinations for Foreign Service generalists and specialists have been professionally validated and constitutes a realiable means of identifying those applicants with the greatest possibility of success in the Foreign Service. The contractor will provide consultative and analytical services as requested including formulating program alternatives and operational support for successful implementation of any revisions to testing and hiring procedures. This requirement is a SMALL BUSINESS SET-ASIDE. This is a presolicitation notice therefore no response from contractors are required at this time. The proposed period of performance is for one base year and four one year options. The NAICS code is 541611with a small business standard of $7.0. The Government intends to solicit this requirement using acquisition procedures in FAR part 15 and one award is anticipated. The Government shall make an award to the responsible offeror whose offer conforms to the requirements of the solicitation and is evaluated as being the best value to the government, cost or price and other factors considered. The Government intends to issue the solicitation on or about July 6, 2009. All prospective offerors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award.
