Description
The Naval Research Laboratory, (NRL) Stennis Space Center has a requirement for a real-time optical data acquisition package for integration into the currently existing Shallow-water Environmental Profiler in Trawl-resistant Real-time configuration (SEPTR) moorings (Book et al., 2007) in the Oceanography Division. These optical subunits will measure bio-optical and physical properties of the water column. The new system will be referred to as Bio-Optical Physical Pop-up Environmental Reconnaissance System (BOPPERS). The requirement includes integration of optical and enhanced physical instrumentation and design and construction of new profiling buoys with these sensors that fit into NRL's existing bottom-mounted, trawl-resistant SEPTR profilers. These new physical/optical units must replace the physical profiling units presently in the SEPTRs, providing an upgrade in capabilities without loss in existing capabilities. Four new physical/optical units will be requested to upgrade all four of the existing NRL SEPTRs. It is anticipated that a Firm Fixed Price contract will be made as a result of the solicitation. NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. The actual closing date for proposals will be stated in the solicitation when issued. All responsible sources may submit a bid, proposal, or quotation which shall be condisered by the agency.
