Description
The Naval Air Systems Command (NAVAIR) intends to place a sole-source order under Basic Ordering Agreement N00019-05-G-0026 with McDonnell Douglas Corporation (MDC) (A Wholly Owned Subsidiary of the Boeing Company) of St. Louis, Missouri 63166, for the procurement of engineering services associated with F/A-18 E/F/G aerodynamic database analysis and updates. These updates shall be based on available wind tunnel data and flight test data. MDC shall implement changes to the aerodynamics database and provide simulator database transmittals. The contractor shall also report on techniques or facilities to improve aerodynamic data collection for database improvements. The projected period of performance is through 31 January 2010. MDC is the sole designer, developer, manufacturer and integrator of the F/A-18E/F/G aircraft in its various configurations. MDC is the only source with the software, hardware, equipment, knowledge, expertise, facilities, and qualified personnel necessary to accomplish this effort to meet NAVAIR’s technical, cost, and schedule requirements. In addition, MDC created the database that is being updated in this effort, and the software to develop said database is proprietary to MDC. Any interested party (respondent) must have the software, hardware, equipment, knowledge, expertise, facilities, and qualified personnel necessary to accomplish this effort to meet NAVAIR’s technical, cost, and schedule requirements. Any respondent must also submit a Statement of Qualifications to demonstrate respondent’s ability to perform to the Government’s needs within the required response time.
