- Solicitation Number: NHLBI-PB-(AR)-2009-202-JNB This is a solicitation for commercial items prepared in accordance with the Format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and a separate written solicitation will not be issued. This solicitation number is NHLBI-PB-(AR)-2009-202-JNB, and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-33. The level of effort is estimated to be around 2080 Labor Hours per Period of Performance. A base year contract will be issued, with Two (2) Option Years for services. The North American Industry Classification (NAICS) Code is 541519 and the business size standard is $23.0 million. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. It is the intent of the National Institutes of Health (NIH) National Heart, Lung, and Blood Institute, to procure the services/products from DP Consultants, Inc., 7105 Fox Harbor Way, Elkridge 21075-6570, for the following: 1.Perform oversight and quality assurance related to the NIAMS IT Security including vulnerabilities identified by SARA, IRT, and anti-virus management and monitoring of NIAMS systems and data Certification and Accreditation. 2.Collaborating with the Center for Information Technology on IT related issues. 3.Research IT-related equipment, recommending purchases, and other duties. 4.Planning, preparing and supporting the IT needs for NIAMS executive level meetings and conferences. 5.Install, upgrade, maintain, and support the various modules and associated databases of CMS in use at NIAMS (e.g. Notification Server, Deployment Server, Inventory Solution, Software Delivery Solution, and Remote Desktop Solution). 6.Build, configure, test, and implement deployment script for various software, and software upgrades. 7.Build, configure, test, and maintain desktop and laptop images for use by the desktop support teams in deploying new and rebuilding existing workstations. 8.Collaborate with other CMS teams members in configuring and deploying various components of CMS. 9.Maintain Altiris database on the SQL server. 10.Develop and run standard and ad-hoc reports of various software and hardware inventories to meet specific reporting requirements. The sole source determination is based on a continuing requirement from FY08, and is based on the fact that the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS), Scientific Information Technology Branch requires a contractor with experience in providing advice, support, innovative technology and operation capabilities to assist the NIAMS accomplish it’s mission. With shrinking resources and more complex database resources, it is critical for the Institute to restructure some of the current processes to improve efficiency. Mr. Durand, of DP Consultant, Inc., has many years of experience working with the National Institutes of Health and NIAMS. Experiences include the development of the Altiris IT on-site and remote support infrastructure, and providing specialized support to the NIAMS senior staff, which has requirements outside of the normal desktop support group’s capabilities. Based on his extensive experience and expertise within the NIAMS infrastructure and working environment, information technology, Altiris system, and work-flow; Mr. Durand brings unique assets and skills which are essential. He has demonstrated great skill in defining, analyzing, creating, and documenting the Altiris IT on-site processes related to the NIAMS Office of the Director, the Administrative Services of the Institute, Extramural program, and the Intramural program. He has served as the IT point of contact (POC) to the NIAMS Executive Team, ensuring their IT needs are met, and that their IT issues are resolved within a timely and efficient manner. In addition, Mr. Durand has served as the lead administrator for the implantation of the Altiris Client Management Suite (CMS) at NIAMS. The offer must include complete copies of the following provisions: 1) FAR Clause 52.212-1, Instructions to Offerors Commercial: 2) FAR Clause 52.212-2, Evaluation Commercial Items. As stated in FAR Clause 52.212- (a), The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforms to the solicitation, and will be most advantageous to the Government, with price and other factors considered. The following factors shall be used to evaluate offers: Technical Evaluation and Price. 3) FAR Clause 52.212-3, Offeror Representation and Certifications Commercial Items; 4) FAR Clause 52.212-4, Contract Terms and Conditions Required to implement Statues or Executive Orders Commercial Items, Terms and Conditions Commercial Items; and 5) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items Deviation for Simplified Acquisitions. This action is under the authority of 41 U.S.C. 253 (c)(1), as set forth in FAR 6.302-1 and HHSAR 306-302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. Interested parties may identify their interest and capabilities to respond to the requirement, by submitting a proposal. This notice of intent is not a request for competitive quotations, however, all responses received within 10 days from the date of publication of this synopsis, will be considered by the Government. A determination by the Government not to compete this proposed acquisition, is based upon responses to this notice, and is solely for the purpose of determining whether to conduct a competitive acquisition. The Offeror must include in their quotation, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the delivery terms (Destination or Origin), the Duns and Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. NOTE: In order to receive an award from the Government, the contractors must have a valid registration in the Central Contractors Registration (CCR) www.ccr.gov. Interested vendors capable of furnishing the government with the items specified in this synopsis, should submit their quotation to the below address. Quotations will be due fifteen (10) calendar days from the publication date of this synopsis, at 3:00 pm, Eastern Standard Time. The quotation must reference Solicitation number NHLBI-PB-(AR)-2009-202-JNB. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
