- Description
- Draft J&A for I-NOSC E/W "Bridge" IT Network Services Support Headquarters Air Combat Command, Acquisition Management and Integration Center (HQ ACC/AMIC), Langley AFB VA, intends to award a non-competitive, sole source, bridge contract award for a one month base and two one (1) month option to Kforce Government Solutions, Inc (KGS) (formerly RDI dNovus) to continue critical operations, technical support, and services on all information technology and network equipment under command and control of ACC's 83d Network Operations Squadron (83 NOS). This requirement is for information technology services and network support for the 83 NOS operations through a wide range of highly specialized technical services for enterprise event management, network assistance, network control and management, network defense operations, network core services management, and associated network operations management support functions. The support services include equipment located at the primary work location in the Integrated Network Operations and Security Center-East enterprise environment at Langley AFB, Hampton VA and at additional work location in the Integrated Network Operations and Security Center-West enterprise environment at Peterson AFB, Colorado Springs CO and Randolph AFB, San Antonio TX. The work also includes maintenance and management of warranty services to sustain, monitor, administer, refresh, and improve support for 83 NOS Enterprise Network Operations. 83 NOS is a conduit between Air Force bases and higher echelons of Air Force Network Operations and the Department of Defense-supporting 650,000 users, and 800,000 systems. KGS currently provides the ITS contract services to keep the network fully operational. The transition risks to ACC will be mitigated through the sole source award to the incumbent service provider, KGS, to ensure there is no break in service or disruption of operational capability for the required ACC support. The government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a) (2) (iii). A draft sole source justification and approval document is attached to this synopsis. No solicitation document exists. Interested companies may identify their interest and capability to respond to this requirement via email to Mr. Tay C. Ashford, email: tay.ashford@langley.af.mil, NLT 4:00 P.M. EST on 25 June 09. Alternate POC is Ms. Joy de Lande; email: joy.delande@langley.af.mil. Telephone requests will not be honored. A determination by the Government to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
