Description
SOLICITATION NO. W9128F-09-R-0070 On or about 10 July 2009, this office will issue Request for Proposals for construction of the Joint Air Ground Center (PN: ACC093010), Fort Hood, TX. The solicitation will close on or about 14 August 2009. This solicitation is RESTRICTED TO SMALL BUSINESS PARTICIPATION. The North American Industry Classification System code for this project is 236220 with a size standard of $33,500,000 in average gross annual receipts for the past 3 fiscal years. A site visit date will be scheduled and shown in the RFP documents. See Section 00 21 00, Paragraph SITE VISIT for a listing of date, time, place of assembly and required paper work to access Fort Hood. See Obtaining Solicitation Documents below. Project Description (Approximate Quantities): This is a Fully-Designed Project. The work consists of constructing a 37,000 SF two-story facility for the 9th Air Support Operations Squadron located at Fort Hood, TX. The Joint Air Ground Center will consist of the following building materials and site work: The new Joint Air Ground Center will provide administrative offices, training and operations offices, assembly area, telecommunications, storage, showers and locker rooms, and vehicle and radio maintenance work areas. Structure will consist of spread footings, slab on grade, metal framing, cast-in-place and CMU bearing walls, metal decking, open web steel joist, rigid insulation and SSMR. Architectural exterior will have face brick, translucent fiberglass panels, precast sills, glazing and hollow metal doors with metal frames and overhead coiling doors. Architectural interior will contain metal studs, gypsum wallboard and acoustical batt insulation, ACT, lighting fixtures, paint, tile, carpet and trim work. Interior mechanical will include general plumbing, HVAC, EMCS, fire suppression, compressed air systems, and ventilation systems. Interior electrical power will include electrical service to panels for building use on lighting fixtures, outlets and alarms. Communications work will require fiber optics and copper for LAN and phone. Site work includes clearing and grubbing, grading, asphalt and concrete for parking lots and HUMVEE hardstand area, exterior lighting, gas, water, transformers, underground electrical, and communications (fiber and copper). Vehicle hardstand area will include 52 vehicle parking stalls with enclosed storage units (approx. 100 SF w/block and LWC precast roof)) for each vehicle. HUMVEE parking will consist of 260 SF parking stall in front of each storage unit. Units will have overhead coiling doors. Overall vehicle storage units and parking stalls will be covered with a separate metal roofing system. RFP Evaluation Criteria Firms participating in the solicitation will submit technical requirements in accordance with Section 00 22 00: PROPOSAL SUBMISSION REQUIREMENTS, INSTRUCTIONS AND EVALUATION. Submissions will be evaluated based on a best value approach considering technical elements for evaluation (i.e., Construction Experience, Construction Past Performance and Key Construction and Design Personnel). An adjectival method of evaluation will be used to evaluate all technical factors. Price will be evaluated separately for reasonableness and realism. A Best Value will be considered after reviewing technical factors and price. The estimated construction cost of this project is between $7,500,000 and $10,000,000.
