Description
REQUEST FOR QUOTATION (RFQ) NUMBER: Q6640090553 NOTICE TO POTENTIAL QUOTERS: This is a 100% set-aside for small business contractors. Due to the critical nature of this procurement, the multiple locations affected, and the expediency in which the clean-up needs to be performed, the Government reserves the right to make award to multiple contractors if it is determined to be in the Government's BEST INTEREST. NAICS CODE: The North American Industry Classification System (NAICS) Code is 561730. SIZE STANDARD: The small business size standard is $7 million (average annual receipts). TYPE OF CONTRACT(S): Firm-Fixed Price. DESCRIPTION: The Contractor shall furnish all materials, supplies, equipment, transportation, and qualified labor and supervision for the successful execution of cutting and removing specific portions of storm damaged and fallen trees within and along the Park's maintained landscapes, and adjacent to specified Roads and Trails of the Ozark National Scenic Riverways. All of the work is to be accomplished on lands managed by the National Park Service. The Government will identify all vegetation to be cut by the Contractor. All materials cut in accordance with the terms and conditions of the contract, including logs, firewood, and merchantable pulpwood shall become the property of the Contractor and removed to a location outside the Park by the Contractor. DELIVERY: Work to be performed must be completed within the timeframe proposed by the successful quoter(s), or within 45 calendar days from the date the Contracting Officer's written Notice to Proceed is received by the Contractor(s), whichever is sooner. PAYMENT: Payment to Contractor will be made by Electronic Funds Transfer (EFT). PUBLICIZING AND RESPONSE TIME: The Request for Quotation (RFQ) package will be issued on or about JUNE 24, 2009 with a RESPONSE DATE OF NOT LATER THAN 4:00 P.M. CENTRAL TIME ON JULY 14, 2009. RFQ packages may be obtained via the internet by accessing the National Business Center (NBC) Opportunities website at https://ideasec.nbc.gov. For technical assistance related to this electronic commerce system, please contact the NBC EC Help Desk at (703) 390-6707. Hard copies of the RFQ will also be disseminated to potential quoters who are in attendance during the scheduled site visit. REQUESTS for a paper copy or e-mailed copy of the RFQ will not be accepted after July 8, 2009. QUOTE SUBMITTAL: ALL QUOTES MUST BE SUBMITTED IN HARD COPY. CENTRAL CONTRACTOR REGISTRATION: Effective October 1, 2003, ACTIVE REGISTRATION IN THE CENTRAL CONTRACTOR REGISTRATION (CCR) database is mandatory to be granted an award. If a successful Quoter has not been registered in the CCR database, or is not active in the CCR database, in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to offer award to the next otherwise successful quoter. Therefore, it is highly recommended that quoters apply for CCR registration immediately upon receipt of the Request for Quotation (RFQ) package. The Central Contractor Registration website can be accessed via the internet at http://www.ccr.gov. ANNUAL REPRESENTATIONS AND CERTIFICATIONS: Quoters will also be required to have completed their Annual Representations and Certifications. This can be accomplished by completing and submitting the hard copy of the Annual Representations and Certifcations which is included in the RFQ package, OR, by completing them online at http://orca.bpn.gov.
