Description
This procurement is a sealed bid solicitation for a firm fixed price contract to construct a new Joint SATCOM Engineering Center (JSEC) Facility at the Command, Control, Communications, Computers, Intelligence, Surveillance, Reconnaissance (C4ISR) Campus, Aberdeen Proving Ground, MD. The work is comprised of a primary building of one (1) story containing offices, electronics engineering labs, satellite engineering labs, R&D space totaling approximately 89,000 GSF and a large paved hardstand area with a secure fence to enclose satellite structures. The building structure is primarily structural steel frame, with concrete slabs on grade. The roof construction will be insulated metal deck on a sloping steel structure. Exterior skin shall be a combination of insulated metal sandwich wall panels and a stone veneer. The project also includes new domestic water supply, fire water services, sanitary and storm water distribution, and electrical distribution. This complex shall be constructed to meet USGBS requirements for a LEED Silver Certifiable project. Construction of this building shall be in compliance with UFC 04-010-01 and 04-010-02 Anti-Terrorism Force Protection regulations dated January 19, 2007. The performance period is approximately 15 months. The estimated cost range for this procurement is $25M to $100M. This procurement is unrestricted. Issue date is on or about July 7, 2009 with bids due on or about August 6, 2009. SITE VISIT: A site visit is currently scheduled for July 21, 2009. The time, meeting place, and directions will be listed in the solicitation. All requests for information on this project must be sent to C4ISR@usace.army.mil and must contain the project solicitation number in the subject line. The NAICS Code for this project is 237130 and the small business size standard is $33.5 million. The contractor must also comply with VETS-100 annual reporting as required by FAR 22.1310(b) prior to award. Liquidated Damages will be specified. Davis Bacon rates will be applicable. Bonding and insurance are required. Affirmative Action to ensure equal opportunity is applicable to the resulting contract.
