- Appendix I This is a combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation BPD-TTB-09-CI-0009 is issued as a request for proposals (RFP). Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-0032. The NAICS code is 334516 and the size standard is 500 employees. The contract will be for a one-year period with four one-year option periods. The Bureau of the Public Debt, on behalf of the Alcohol and Tobacco Tax and Trade Bureau intends to award a fixed-price contract for a mainframe and cigarette physical measuring unit. See Appendix I specific and critical components and functional requirements. The following CLINS are applicable: 0001 Mainframe Weight Module Moisture Module Installation and 2 day in-house training at TTB's Ammendale, MD facility One year warranty Pressure Drop, Ventilation, Total Ventilation (Optional) Hardness Module (Optional) Cigarette Rod Size (Diameter or Circumference) Module (Optional) Base Period 0002 Maintenance/Support Option Period One 0003 Maintenance/Support Option Period Two 0004 Maintenance/Support Option Period Three 0005 Maintenance/Support Option Period Four TTB reserves the right to purchase any or all optional modules at any time during the life of the contract. The following provisions apply to this acquisition: The provision at 52.212-1, Instructions to Offerors - Commercial Items Completed provision 52.212-3 Offeror Representations and Certifications or electronically at www.orca.gov. Award will be made to the Offeror whose offer is most advantageous to the Government price and other factors combined. The Contracting Officer will determine what trade-off between technical merit and price provides the greatest value to the Government.
