Description
Fort Carson Directorate of Contracting (DOC) is seeking to identify the interest and ability of Hub-Zone, 8(a), and Service Disabled Veteran owned concerns to construct various metal pre-engineered buildings on Ft. Carson, CO. The NAICS code for this procurement is 236210 with a size standard of $33,500,000.00. THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. Ft Carson has an unknown requirement for the construction of several 60ft x 80ft and 60ft x 60ft pre-engineered metal buildings. Buildings must include/have the following minimum requirements: A communications room with a split system Air Conditioner, a mechanical room with 2 floor drains, 1 electric tankless water heater, 1 water service entrance with meter, backflow preventer and pressure regulator, including water, waste, and vent piping rough-in and trim. 1 unit heater, 2 furnaces, 2 dx cooling coils, 2 air cooled condensers, 2 motorized dampers, 2 manual dampers, 4 fire dampers, and gas meter, reg, and prv, a janitor closet with 1 mop sink, 1 floor drain, 1 floor cleanout, waste, water and vent rough-in and trim. and 1 electric unit heater, a mens five fixture restroom: 2 water closets, 1 waterless urinal, 2 vanity top lavatories, water, waste and vent pipe rough-in and trim for these fixtures. 1 exhaust fan, a womens five fixture restroom: 3 water closets with electronic flush valves, 2 vanity top lavatories, water, waste, and vent pipe rough-in and trim for these fixtures, 1 exhaust fan, a plumbing system mains to include plumbing system components to include water, waste, and vent pipe mains to 20 feet outside building exterior, a hvac system duct package 60 x 80 building with lay-in ceiling including supply and return ductwork, duct fittings, grds, volume dampers, thermostats, emergency shutdown, a water distribution system to include: water service from water main to building including service tap, curb stop, including all pipe, fittings, excavation, bedding, backfill and compaction, locate wire, locate tape, pe pipe, natural gas service to include: gas service line from medium pressure main to building gas shut off valve at regulator including service tap, curb stop, including all pipe, fittings, excavation, bedding, backfill and compaction, locate wire, locate tape, pe pipe, sanitary sewer to include: sanitary sewer pipe from building grade cleanout to sewer main or manhole including all pipe, fittings, excavation, bedding, backfill and compaction, locate wire, locate tape, pvc pipe. The attached drawings are a general representation of the buildings we anticipate acquiring (actual requirements for each building may vary). Each building cost, including any modifications, shall not exceed the statutory limit in accordance with AR 420-1: A minor construction project includes all work necessary to produce a complete and usable facility or a complete and usable improvement to an existing facility. A construction project will be financed from appropriations available for operations and maintenance if the project has total funded costs of $750,000 or less, or if it has total funded costs of $1.5 million or less and is intended solely to correct a deficiency that is life-threatening, health-threatening, or safety-threatening. Military construction, Army (MCA) funds will not be used to finance projects under $750,000 unless approved in advance by HQDA (DAIMODC). We are anticipating most if not all of the buildings will fall within the $750,000.00 (inclusive of all modifications) range. Each building shall have a period of performance not to exceed six months from issuance of Notice to Proceed. This is considered a construction project and Davis Bacon wage determinations and other requirements will apply. FAR 52.225-9 -- Buy American ActConstruction Materials will be a part of and will apply to this procurement. In responding to this sources sought, please indicate: (1)Your interest and ability to do the above work to include past performance examples with similar types of projects of this nature and scope. Please include dollar values and contract numbers of past projects and total completion time. Indicate whether you were a sub-contractor or a prime contractor. (2) If your business is 8(a), Service-Disabled Veteran-Owned, and/or HUBZone certified, large, or small. Include all categories in which you qualify. (3) Past experience performing this type of work in addition to item (1). (4) Bonding Capacity: single and aggregate limits (5) Whether or not you believe it possible to construct the buildings detailed above for $750,000.00 (inclusive of all modifications) or less. (6) Whether you can meet the six month period of performance and any caveats to meeting that six month period of performance. (7) Company information to include Company Name, Point of Contact (POC), Physical address, Phone Number, and E-mail address. Include your CAGE or DUNS code. Submit this information to the POC below by 5:00PM MST on 6 July 2009, via e-mail. Release of a synopsis and solicitation is anticipated during the fourth quarter of fiscal year 2009. The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation, including the specifications and drawings, will be made available only on the Federal Business Opportunities (FBO) web site at http://www.fbo.gov at that time. Interested offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. All contractors MUST be registered in the Central Contractor Registration database or their proposal will not be considered. Contractors can obtain further information on the CCR website at http://www.ccr.gov. Prospective offerors who would like their company name included on the Bidders Mailing List may do so on the FBO website under Interested Vendors List. All parties are advised that this project may be revised or canceled at any time during the solicitation, selection, evaluation, negotiation, and final award. The estimated magnitude of construction for this procurement is between $1,000,000.00 and $5,000,000. Bid bonds will be required in the solicitation phase and the successful contractor must be able to provide 100% performance and payment bonds at award of the contract. This notice does not obligate the Government to award a contract or multiple contracts nor does it obligate the Government to pay for any bid/proposal preparation costs.
