- U.S. Fish and Wildlife Service, Great Falls, MT has a requirement for a commercial item or service. This combined synopsis/solicitation is prepared in accordance with the format in FAR Subpart 12.6 (as supplemented with additional information included in this notice). This posting will be referred to under Request for Quotation (RFQ) Number 655219Q026. This announcement constitutes the only solicitation. A written solicitation will not be issued. This RFQ falls under procedures in FAR Parts 12 and 13. This document incorporates provisions and clauses updated by way of the Federal Acquisition Circular (FAC) 2005-33, effective June 15, 2009. The North American Industrial Classification System (NAICS) number is 541620 with a business size standard of $7.0 million. This requirement is a Total Set-Aside for Small Business. This announcement constitutes the Government's only official notice of this procurement. FWS' salient characteristics that will satisfy the Government's needs for its requirement for a BASELINE INVENTORY REPORT is: Report furnished in electronic format with three (3) spirally bound hard copies for conservation easement interests on five properties located in Powell County, MT as described in the following Scope of Work and attached maps: SCOPE OF WORK FOR BASELINE INVENTORIESU. S. FISH AND WILDLIFE SERVICE CONSERVATION EASEMENTS The purpose of this report is to: -Describe existing land uses both on the property and within the surrounding area. -Provide a baseline of biological information so that future conditions and trends, both natural and human induced, can be monitored. -Identify and document the condition of the natural resources associated with the property encumbered with a conservation easement to provide a baseline of information in the event that the Service determines it is necessary to exercise it's rights to enjoin activities inconsistent with the terms of the conservation easement and/or enforce the reasonable restoration of such areas or features of the property as may be damaged by such activities. -The inventory must address the terms of the particular easement. The following format gives the basic items needed. Methods and records of vegetation monitoring.-Photo points for all representative community types must be included-Additional photo points will be included in areas of an important or sensitive nature.-All photo points must have a GPS point associated with them to provide for future replication. Record all communities or species of special concern or interest.-Written description-Photo points-Note locations on mapped sites WILDLIFEWritten description of species of value or concern (i.e. T&E species, or MT species of concern). LAND USES Structures- Photographic record of all buildings including overview photos of buildings and individual building photos.-GPS approximate center of existing building envelope.-USGS 1:24,000 quad map showing general location of building site.-Brief general description of building site including number of existing buildings and number of existing residences. Timber-Timber cruise-Photographic record- Brief history of timber activity and description of timber at time of report.- Include USGS 1:24:000 map of historic commercial timber harvest if applicable. Mineral Rights-Brief history and description of past and present mineral activities that have/are occurring on property.-USGS 1:24,000 quad map with locations of existing/former sand and gravel pits, oil and gas wells, etc...- Photographic and GPS record of all existing wells or pits. Farming-Brief history and description of past and present farming activities.-Map locations of old and existing tilled ground on most recent available USDA 8"=1 mile farm photos.-Photographic record of all existing tilled ground. Roads-Photo documentation of all major public roads bisecting or adjacent to property. Commercial Activities-Describe existing commercial activities-Describe which buildings will be used for commercial activities Ranch Dumps-GPS locations and photographic record of all dumps APPENDICES Include other miscellaneous items that may add useful information to the report; i.e. existing or historic right-of-ways, etc... SPECIFICATIONS Photography-All photographs will have a corresponding GPS location-One set of hard copy of all photos will be included with the report-One copy of photos will be in electronic form on CD-R saved as bitmaps Global Positioning System (GPS)-All GPS coordinates will be differentially corrected-All GPS coordinates will be in Montana State Plane Coordinates Final Report-Contractor will provide the Service with three written copies and one electronic version of the inventory-Written copies will be spiral bound-Electronic copy will be in Microsoft Word format, version 2000 or higher and/or.pdf Adobe Acrobat.
