- This is a combined synopsis/solicitation for commercial itemsprepared in accordance with the format in Subpart 12.6 of the Federal AcquisitionRegulations (FAR), as supplemented with additonal information from this notice. This announcement constitutes the only solicitation. Quotes are being solicited and a written solicitation will not be issued. Solicitation No. RABQ2090054 is hereby issued as a Request for Quotations (RFQ). The solicitationdocument and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24. The North American IndustryClassification Code is 111421. The following clauses are applicable to this acquisition: FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-2, Evaluation - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items; FAR 52.212-4, ContractTerms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (June 2006)(Deviation) Quotes are due in this office by 3 pm, Mountain Daylight Savings Time, Tuesday, July 7, 2009. They can be e-mailed to: mike.perry@bia.gov; or faxed to Michael Perry @ (505) 563-3030. Hard copies of vendor quotes can be mailed to the street and suite address referenced in this announcement. Offers will be evaluated using the evaluation information referenced in FAR 13.106-2 and FAR 15. Award will be made to the vendor who offers the lowest-price technically acceptable offer. TECHNICAL REQUIREMENTS: The BIA's Jicarilla Agency, located in Dulce, NM, has a requirement for Tree Seedling Growing Containers in orderto produce approximately 330,000 Ponderosa pine and Douglas fir seedlings. These seedlings are grown annually and outplanted in understocked timber production sites. They are also used to reforest large forest burn areas on the Jicarilla Indian Reservation and other areas within the jurisdiction ofthe BIA's Southwest Regional Office. The seedling containers must be the exact same size as the Tinus #350-4 or equal with a cell volume of 21.5 cubicinches, 1 1/2" X 2" X 8" per cell and four cells to the container. They should be made of non-toxic plastic material that has been scientifically testedfor pine seedling toxicity. The offeror must provide proof that such testing has occurred. The container should be structured to fold in the middle identicalto the Tinus or equal container and have ribbed interior sides for root growth control. The bottom of each container should also have drainage holes. Vendors possessing the capability to provide these items are requested to submit descriptive information to describe and illustrate the container forwhich they are submtting a price quote. Complete delivery of all containers must be made on or before August 31, 2009. Quotes are to be submitted for the following: Tinus Rootrainer Seedling Growth Container or equal, cell volume 21.5 inches, 1 1/2" X 2" X 8" per cell and four cells to the container, 175 cases with 250 containers per case.
