Description
Draft SOW for Marine Services The Department of Commerce (DOC), National Oceanic and Atmospheric Adminstration (NOAA), Eastern Acquisition Division, intend to procure a multiple award contract to provide multi-vessel support for servicing the National Data Buoy Center's (NDBC's) Ocean Observation System of Systems (NOOSS). NOOSS is comprised of the following three programs: Weather and Ocean Observations (110 buoys) Tropical Atmosphere Ocean (TAO) Array (55 buoys) Deep-ocean Assessment and Reporting of Tsunamis (DART) (39 buoys) The NOOSS station locations for these programs will be provided in the RFP. Servicing will be divided into two categories; scheduled maintenance and discrepancy response. Scheduled maintenance must be provided annually by one or more vessels on a firm fixed price day-rate basis. Discrepancy response will be provided on an as-needed basis within 30 days after notification on a firm-fixed price day-rate basis. Draft SOW is attached for information only. Industry input is encouraged and cut-off date for input is July 10, 2009. Tentative solicitation is to be issued to the fedbizopps website on or about August 5, 2009. The period of performance is expected to have a base period of 12 months from the date of award, followed by two, one year option periods. The contract is expected to be awarded as a Multiple Award, Indefinite Delivery/Indefinite Quantity (IDIQ) Task Order type contract, in accordance with FAR Part 12. Task Orders are expected to be issued on a fixed price basis depending on specific cruise requirements. This requirement is issued as full and open competition. All responsible sources may submit an offer which shall be considered by the agency. To be eligible for award, vendors must be registered in CCR, www.ccr.gov. Prospective contractors are also required to complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with the required CCR registration.
