- TO: All Prospective VendorsFROM: Acquisition Services Directorate (AQD), National Business Center (NBC), U.S. Department of the Interior SUBJECT: Request for Information (RFI) - Mission Accomplishment and Regulatory Compliance Services (MARCS) Integrator NAICS CODE: 541519, Other Computer Related Services PRODUCT/SERVICE CODE: D302, ADP Systems Development Services On behalf of the Food and Drug Administration (FDA), the AQD NBC is seeking feedback, on the attached Statement of Work (SOW), from system integrators and capable parties. The FDA protects the public by assuring the safety, efficacy, and security of our nation's food supply, human and veterinary drugs, biological products, medical devices and products that emit radiation, and cosmetics. To do so, the Office of Regulatory Affairs (ORA), the lead office for all Field activities for FDA, inspects both foreign and domestic facilities, performs investigations, collects and analyzes samples, and tracks and executes subsequent legal actions resulting from those activities in order to ensure compliance by regulated industry.The mission of ORA is to achieve effective and efficient compliance of regulated products through high quality, science-based work that results in maximizing consumer protection. Besides its policy development and staff advisory role, ORA executes direct line authority over all Agency Import Operations. This includes developing, issuing, approving, or clearing policies, proposals and instructions affecting field activities; and serving as the central point within the agency though which headquarters offices obtain field support services.To meet these responsibilities, FDA depends on automated systems. These systems enhance our staff's ability to track products and the firms who manufacture and/or import them. They help FDA monitor and ensure compliance with applicable laws and regulations, and provide information about our activities and our obligations to the Executive branches of government, Congress, and the Public.The primary set of IT systems utilized by the ORA in fulfilling its mission is managed under the auspices of the Mission Accomplishment and Regulatory Compliance Services (MARCS) program. The initial work under this Acquisition is continuation of work that was begun under separate contracts as part of MARCS. Follow on work will address the longer term goals and objectives of the MARCS program.A future contract will obtain one contractor responsible for managing the risks of integrating the new services with the aging legacy systems. FDA would encourage this prime contractor to team with small businesses and other businesses to accomplish this overall goal.SUBMISSION REQUIREMENTS Prospective Offerors must submit in a separate cover page their point of contact information along with their Dun & Bradstreet Number (DUNS). Prospective Offerors are also requested to provide their company's website address, if available. Please note that this RFI is for INFORMATION and PLANNING purposes only and does not constitute a Request for Proposal (RFP) pursuant to FAR 15.201(e). Responses to the RFI cannot be accepted by the Government to form a binding contract nor will the Government pay for the information solicited or recognize any costs associated with the submission of the RFI. The purpose of the RFI is to provide an opportunity for industry to enhance the success of any future procurement to meet this requirement. Any information obtained as a result of this RFI is intended to be used by the Government on a non-attribution basis for program planning and acquisition strategy development. Providing data/information that is limited or restricted for use by the Government for that purpose would be of very little value and such restricted/limited data/information is not solicited. By submitting information in response to this RFI, submitters of such information impliedly consent to the release and dissemination of submitted information for any Government purpose. As such, to the extent that any information submitted in response to this RFI is marked as or construed to be proprietary or business-sensitive, submitters are hereby notified (a) about the potentiality that such information may be disclosed to third parties and (b) that submission of information in response to this RFI constitutes consent to such handling and disclosure of submitted information. For this RFI, vendors shall provide the following: 1) Capability Statement (10 pages maximum) - highlighting experience with System Integration and Service-Oriented Architecture (SOA), Risks and mitigation strategies associated with SOA, and Remote access strategies to enable offsite development and test activities from the FDA Data Center.2) Suggested Performance Metrics for the work outlined in the SOW3) Provide Federal Supply Schedule (FSS) General Services Administration (GSA) Schedule Number, if applicable, and Expiration Date and GSA Contract Options, and Maximum Order Threshold 4) Provide comments to attached Statement of Work5) Provide Anticipated Other Direct Costs (ODCs)6) Determine Need to Subcontract Please note that the response to this RFI shall not exceed 15 pages, not including cover page with point of contact information along with Dun & Bradstreet Number (DUNS) and website address.
