THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W9113M-09-T-0001. DESCRIPTION: U.S. Army Space and Missile Defense Command/Army Forces Strategic Command (USASMDC/ARSTRAT), requires Range Safety Support Services. This is a combined Synopsis/Solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, and guidance of FAR 13.5 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation that will be published; proposals are being requested and a written solicitation will not be issued. This combined synopsis/solicitation (hereafter referred to as Request for Quote (RFQ)) will be provided electronically only. A copy of this Request for Quote (RFQ) package may be downloaded at the following USASMDC/ ARSTRAT Web Site: http://www.smdc.army.mil/Contracts/Contracts.html This Request for Quote (RFQ) includes the following Attachments: Attachment A : Flight Safety Services Scope of Work (SOW) Attachment B: Past Performance Survey Attachment C: Labor Pricing Matrix Template Attachment D: Task Orders (Phase-In and FTT-13) The Government anticipates an award of a up to two Blanket Purchase Agreements (BPA) with a two-year base period and three, one-year option periods[N1] as a result of this Request for Quote (RFQ). Orders awarded under the BPA will be firm, fixed price (FFP) or Labor Hour (LH) arrangements, based upon the fixed labor rates provided in the proposed Labor Pricing Matrices. The specific BPA call/task order (hereafter referred to as task order) type will be determined with the review of each task order requirements. This BPA is 100% set-aside for Small Business. The applicable NAICS is 541712 Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology). The applicable size standard is 1,000 employees.The solicitation (W9113M-09-T-0001) is a Request for Quote (RFQ). The anticipated award date will be no later than 15 Sep 2009. The Request for Quote (RFQ) document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-12. Offerors shall monitor both, the USASMDC/ARSTRAT website and the Federal Business Opportunities (FEDBIZOPS) website at https://www.fbo.gov for any amendments to this Request for Quote (RFQ). All questions must be in writing and received by the USASMDC/ARSTRAT Contracting Office not later than close of business, 15 July 2009. No telephonic request will be entertained. All responses to questions will be posted by way of an amendment to this Request for Quote (RFQ) to the FEDBIZOPS and USASMDC/ARSTRAT websites. The email address for submission of all questions is john.mason@smdc.army.mil. Questions shall be addressed solely to the Contracting Officer. External communications may disqualify an offeror from this competition. I. PROPOSAL SUBMISSION REQUIREMENTS: All quotes shall be submitted electronically no later than 2 PM, CDT 15 July 2009 to the attention of: John D. Mason Contracting Officer SMDC/ARSTRAT Via electronic transmission to john.mason@smdc.army.mil Offerors are encouraged to confirm receipt via separate email inquiry. Proposal Content: The offerors quote shall consist of Sections A through F, as described below. A. Section A - Executive Summary (Page Limitation: No more than 5 pages to include charts, graphs and pictures): The offeror shall submit an Executive Summary that provides the Government with an understanding of the firm/organization proposed (to include team composition, if applicable), the offerors past experience in efforts similar to the requirements presented in the Statement of Work (SOW) and the offerors approach to satisfying this requirement. B. Section B - Technical/Management Approach (Page Limitation: No more than 25 pages to include charts, graphs and pictures no limitations on each subsection): The offeror shall provide information that demonstrates an understanding of the requirements of the SOW, and demonstrates the capability and capacity to satisfy requirements that may be ordered under this BPA. The Technical/Management proposal shall, at a minimum, address the following: 1. Section B1 Technical Capability/Capacity: * The offeror shall present his understanding of and approach to satisfy the requirements of the SOW. * The offeror shall discuss available facilities to execute the requirements of this task order. * The offeror shall present the flight safety analysis modeling tools that will be used to perform inert debris flight safety analysis and probabilistic risk: o Identify flight safety analysis modeling and probabilistic risk tools that will be used and the status of these tools (e.g., government-owned, proprietary, etc). Discuss how these tools will be allocated for use on this effort. o Provide details regarding the capability of these tools compared to the attributes for good debris risk assessment models discussed in Chapter 7 of the Supplement to the Range Commanders Council Standard 321-07, Common Risk Criteria standards for National Test Ranges. o Provide a list of missiles for which the offeror has already developed inert debris models (in other words, missiles in which the offeror has already integrated vehicle debris catalog and vehicle performance data into their flight safety analysis modeling tools). If none, describe any preliminary efforts and the dates and implications of these efforts. 2. Section B2 Management Approach: [RLR2][RLR3]* Personnel Availability: o Discuss how the offeror proposes to acquire, retain and staff individual requirements. o Present the qualifications standards for each labor category proposed. Discuss how these qualifications are appropriate and how they will be used to will ensure successful completion of task orders awarded. o For key personnel, provide resumes demonstrating their qualifications. Discuss the role of these individuals and how they will be used to will ensure successful completion of task orders awarded. At a minimum, key personnel shall include the individuals responsible for project/program management and quality control. o Discuss how intermittant and surge support requirements will be satisfied. * [RLR4]Discuss proposed management controls to track each Task Order status, (actual performance and hours/price accruals as compared to task schedule/milestones and award value/budget). 3. Section B3 Corporate Experience: Provide examples of past corporate experience in performing the various types of tasks listed in the SOW. (Note - experience of individuals/personnel shall be addressed in the personnel qualifications subsection) Three (separate) examples may be provided for the prime contractor and for each of the first and second tier subcontractors. The presentation of the corporate experience shall clearly demonstrate the benefit the experience will provide in the successful execution of task orders awarded under this BPA. Please note: past experience largely refers to what the effort has performed, where past performance largely considers how well the effort was performed. C. Section C - Past Performance (Page Limitation: No more than 5 pages to include charts, graphs and pictures): 1. Section C1 - Past Performance Information: The offeror shall provide past performance information for three of the most recent (within the past three calendar years and relevant contractual efforts accomplished. The past performance information shall discuss the following: * Name/Title of effort * Contract number * Government point of contract, email, phone number * Description of effort * Discussion of relevance to this requirement * Period of Performance * Challenges and discussion how challenges were resolved 2. Section C2 - Past Performance Surveys: The offeror shall forward the past performance surveys provided in Attachment B to the firms references for completion. The offeror shall provide the names and contact information (phone and email) of the references the surveys were provided to. D. Section D Price: (No Page Limitation) 1. Section D1 Labor Pricing Matrices: The Labor Pricing Matrices shall be the basis for all labor proposed under each task order awarded under the BPA (to include prime, sub, and supplier). The rates proposed under the Labor Pricing Matrices shall be the maximum price paid for services provided under the labor category. The labor categories presented shall be the only ones proposed at the task order level. These rates may be discounted at the task order level to take into consideration unique conditions presented in the task order (e.g., location of services, use of lessor skill level within the labor category, volume pricing, etc). The Offeror shall propose fully burdened/loaded labor rates for each labor category proposed to satisfy the requirements of this BPA. A separate labor pricing matrix shall be submitted for the prime contractor and for each first and second tier subcontractor. The labor rates shall be presented for work in CONUS and OCONUS. The majority of the OCONUS tasks will be performed on Kwajalein Atoll, Republic of the Marshall Islands. Therefore, the offeror shall base the OCONUS labor rates on this location. The offeror shall indicate the location(s) the CONUS rates are based upon. The offeror and each subcontractor shall provide a narrative presentation of the selection of the proposed labor categories, how the rates were determined, discussion of indirect rates and whether these rates have been approved by the firms cognizant DCAA auditor or Administrative Contracting Officer (provide copies of the latest audit, if available), discussion of recent or contemplated changes in the rates and any other information necessary for the Government to appreciate the rates proposed, discussion on proposed profit and basis for the rate proposed. The offeror shall demonstrate that the CONUS rates proposed comply with the Service Contract Act (SCA). The offeror shall present, at a minimum, compliance with the wage determination for the offerors primary place of performance. The offeror shall discuss the basis of escalation proposed in terms of appropriateness for the firm as compared to the industry at large. The offeror shall provide sufficient price information to permit the Government to fully understand the basis of price, basis of estimate and composition of the labor rates proposed for the prime and subcontractors. Failure to submit sufficient information may degrade the Governments evaluation of the proposed prices. 2. Section D2 Fixed Indirect Rates: Travel shall be provided on a cost-reimbursable basis including only pre-priced fixed indirect rates. Fee/profit is not allowable on travel. ODCs shall be provided on a cost-reimbursable basis including only pre-priced fixed indirect rates. Fee/profit is not allowable on travel. The offeror shall provide the proposed fixed indirect rates, to include the basis for these rates. The rates shall be presented for the base and option periods 3. Section D3 Price for Sample Tasks: The offeror shall provide a price for each of the first two actual tasks (Attachment D BPA Phase-In Task; Attachment E FTT-13 Task). The offeror shall provide the basis of estimate, rationale for labor categories selected, basis for level of effort proposed for each labor category and the travel/ODCs proposed. Labor rates shall be presented with clear traceability to the proposed Labor Pricing Matrices. E. Section E Tasks (Page Limitation: No more than 25 pages to include charts, graphs and pictures): The offeror shall provide a response to the tasks identified in paragraph D.2. above that brings all aspects of the offerors proposal together in concise presentation that clearly demonstrates the offerors understanding of the requirement, proposed technical and management approaches, presentation of past experience that will be brought to bear, and proposed price. As these tasks constitute the first two ACTUAL tasks of this effort, The offerors response to them shall represent the basis of the proposed response and the basis of estimate for the personnel, level of effort, travel and ODCs proposed. Provide the proposed approach for performing these flight safety analysis tasks. Provide your understanding of the requirements, coordination and outputs/deliverables for this analysis. Provide a task accomplishment plan that includes a flowchart or GANTT chart that lists all of the steps in the analysis process required to complete the task, a description of each step, and the schedule and man-hours required to complete each step of the flowchart. Discuss where the flight safety analysis will be performed, and how the offeror envisions performing the coordination required between flight safety analysis, performed in one location, and RTS government flight safety officers located in either Huntsville or Kwajalein Atoll for classified data. Provide the personnel proposed to perform such an analysis. Discuss the availability of the proposed personnel, qualifications and security clearance level. Provide the proposed price considering the information proposed in the Labor Pricing Matrices. The price should be presented, providing insight into the labor categories proposed, hours per labor category, labor rates, travel, and ODCs. Matrices. [RLR5] F. Section F Contract Documents (no page limitations), including the offerors completed Representations and Certifications per FAR 52.212-3, to include Tax Identification Number (TIN). II. EVALUATION: A. BASIS FOR AWARD: This is a best value source selection conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, and executed pursuant to FAR Sub-part 13.5. The Government intends to award a single Blanket Purchase Agreement (BPA). The arrangement will consist of fixed price for labor based upon the fixed labor rates accepted by the Government and reimbursement of travel and other direct costs on a no-fee basis. The award will encompass the entire Scope of Work for the BPA. No partial awards will be made. Offerors shall propose to perform all task areas in the Scope of Work, Attachment A. A BPA will be awarded to the offeror deemed responsible in accordance with the FAR 9.104, as supplemented, whose proposal conforms to the requirements of the Request for Quote (RFQ) and is evaluated to represent the best value to the Government considering, but not limited to the following Evaluation Criteria and regulatory guidance: 52.212-2EvaluationCommercial Items. EvaluationCommercial Items (Jan1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors, in descending order of importance, shall be used to evaluate offers: * Technical/Management Approach * Past Performance * Price Technical/Management and Past Performance, when combined, are significantly more important than cost or price (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offers specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of provision) 1. Technical / Management Approach: The offerors technical/management proposal will be evaluated considering: * Understanding of and approach to satisfying all of the SOW. * Approach to manageing the effort, to include Quality Control and Cost Control approach. * Understanding of risk and soundness of risk mitigation approach; * [RLR6]Ability to provide accurate cost estimates to complete flight safety analysis tasks, to estimate work progress against funds expended, and to track task completion to budget. * Ability of the offerors flight safety analysis modeling tools and processes to meet the recommended approaches of RCC Standard 321 Supplement. The extent of the offerors ability to meet these requirements will be assessed. * Ability to perform classified flight safety analysis to the TOP SECRET level (minimum required). * Personnel qualifications, availability of retention approach. * Past Experience. 2. Past Performance: The Government will evaluate the quality of past performance as in indicator of the performance that can be expected under this BPA. The Government will consider the following aspects of the offerors past performance considering the responses to the past performance surveys, the offerors submitted past performance information and past performance information available within the Government. Past performance that is not recent (within the past three calendar years), or relevant to this Scope of Work will not be evaluated. o Quality of Work / quality of work products o Ability to acquire and retain quality and qualified personnel o Effective use of subcontractors o Effective subcontract management o Customer relations management and customer satisfaction o Timeliness of performance o Cost control and performance within Cost/Budget 3. Price: The Government will evaluate the prices proposed considering the reasonableness of price, and with regard to the Sample Task, the realism of the prices proposed, considering the offerors approach to satisfy the Sample Task. The Government intends to evaluate proposals and award a BPA without discussions with offerors. Therefore, the offerors initial proposal should contain the offerors best terms. The Government reserves the right to conduct discussions if deemed necessary. III. REQUEST FOR QUOTE (RFQ) PROVISIONS / CONTRACT CLAUSES The following clauses from the Federal Acquisition Regulation (FAR) apply to this Request for Quote (RFQ) and the resultant contract: Request for Quote (RFQ): 52.204-7 Central Offeror Registration 52.212-1 Instructions to OfferorsCommercial Items 52.212-2 Evaluation Commercial Items 52.212-3 Offeror Representations and Certifications Commercial Items 52.216-6 Price Redetermination - Retroactive(firm fixed price or labor hour with cost reimbursable travel and ODCs) 52.217-5 Evaluation of Options IV. BPA Terms and Conditions The contractor shall furnish the services described in the Scope of Work Attachment A, as further defined in each Task Order awarded under this BPA. The period of performance for this BPA is as follows: Base PeriodDate of Award for two consecutive years 1st Option Period12 Months (period as stated in the modification exercising the option) 2nd Option Period12 Months (period as stated in the modification exercising the option) 3rd Option Period12 Months (period as stated in the modification exercising the option) Requests for supplies or services will be made via the conveyance of Task Orders that define the requirement, deliverables, schedule and agreed to price. These Task Orders shall be conveyed in writing only. In the event of an emergency, oral direction may be provided by the Contracting Officer, and followed by written confirmation of such direction. This Blanket Purchase Agreement is considered complete and no additional calls are authorized when the cumulative purchases under it equal $5.0M, or when its stated period of performance expires, whichever occurs first. The Government is obligated only to the extent of authorized purchases actually made under this Blanket Purchase Agreement. The Labor Pricing Matrices shall be the basis for all labor proposed under each task order awarded under the BPA to include labor provided by the prime contractors, subcontractors, and suppliers. The rates proposed under the Labor Pricing Matrices shall be the maximum price paid for services provided under the labor category. Only the labor categories included in the labor pricing matrix may be proposed. These rates may be discounted at the task order level to take into consideration unique conditions presented in the task order (e.g., location of services, use of lesser skill level within the labor category, volume pricing, etc). Travel shall be provided on a cost-reimbursable basis including only pre-priced fixed indirect rates. Fee/profit is not allowable on travel. ODCs shall be provided on a cost-reimbursable basis including only pre-priced fixed indirect rates. Fee/profit is not allowable on travel. Per DFARS 227.7202, the terms ofthe licenses cannot be inconsistent with Federal procurement law and must satisfy user needs. This includes the contractor's / subcontractor's needs for the software to perform this contract and the Government's needs for the software to accomplish the Government's ultimate objectives. At a minimum, this shall include the rights to make an archive copy ofthe software, to relocate the computer on which the software resides, to re-host the software on a different computer, to permit access by support contractors, and to permit the Government to transfer the license to another contractor.
