- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME.The Naval Facilities Engineering Command, Mid-Atlantic, Contracts Office, Public Works Maine, Portsmouth Naval Shipyard, Portsmouth, NH is seeking eligible Small Business Firms capable of performing construction services for the following project for PWD Maine, Portsmouth Naval Shipyard, Portsmouth, NH.Description of proposed project:PWD Maine, Portsmouth Naval Shipyard, Portsmouth, NH. This project will include the renovation of Bldg. H-21 at the Portsmouth Naval Shipyard to provide barracks facilities for the SERE School. This project is a major renovation of Building H-21 at Portsmouth Naval Shipyard for use as a Survival, Evasion, Resistance and Escape (SERE) School Barrack. Bldg H-21 is a two and a half story, 10,000 square foot historic brick structure built for use as a nurses' dormitory in 1942 with a 1944 addition. The barrack renovation will provide berthing for 41 students with '2+2','3+0' and '4+0' room configurations as well as auxiliary spaces including a lounge, laundry and housekeeping. Building H-21 is located on top of a rocky knoll within a small pine grove. The building has been vacant for approximately 15 years and was subjected to freeze-thaw cycles and condensation that has resulted in the deterioration and/or failure of most interior finishes. The interior of the facility will undergo extensive structural and architectural renovations and upgrades in order to meet current code. The building is constructed of exterior brick bearing walls with interior wood and limited steel framing. Disciplines are required to support the civil, interior and exterior architecture, structural, mechanical, electrical, fire protection, and ancillary work indicated on the Contract Drawings. Additionally, this project is registered with the USGBC and is required to attain LEED Silver Certification. The project includes but is not limited to the following work: storm drainage, utility work, soil removal, concrete site work, window and exterior door replacement, historical masonry work and repointing, exterior woodwork and stucco repair, synthetic slate roof system, modified SBS roof system, spray foam insulation, major demolition, mold and hazardous material abatement, temporary bracing, concrete foundation, reinforced masonry sheer walls, composite steel decking, steel beams and columns as well as light gauge steel framing, wood framing, fan coil units, chillers, hot! water unit and cabinet unit heaters, sanitary and domestic plumbing, showers, water closets, lavatories, electrical work including lighting fixtures, occupancy sensors and telecommunication outlets, fire suppression and mass notification systems, interior doors and hardware, countertops and cabinetry, flooring, wall panels, ceiling systems, and paint. The total price magnitude is between $1,000,000.00 and $5,000,000.00. All Service Disabled Veteran (SDV) small businesses, certified HUBZone small businesses, certified 8(a) small businesses, and other certified small businesses are encouraged to respond. Large Business submittals will not be considered. Upon review of industry response to this Sources Sought Synopsis, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. This office anticipates award of a contract for these services prior to 30 Sep 2009. The appropriate NAICS code for this procurement is 236116. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. This synopsis is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and ultimate issuance of an award. The Government is not obligated to and will not pay for any information received from the potential sources as a result of this synopsis. It is requested that interested small businesses submit to the contracting officer a brief capabilities statement package (no more than 10 pages in length, single spaced, 12 point font minimum) demonstrating ability to perform the requested services. PAGES IN EXCESS OF THE FIRST 10 PAGES WILL NOT BE CONSIDERED. The documentation shall address, as a minimum, the following: (1) Relevant Experience to include experience in performing efforts of similar value, size, and scope within the last five (5) years including contract number, indication of whether your firm acted as a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number, and a brief description of how the contract relates to the technical services described herein. Ensure this relevant experience includes examples of all work described in the PWD Maine - Portsmouth Naval Shipyard, Portsmouth, NH project above. (2) Company Profile to include: 1Number of employees. 2Office location(s). 3Available bonding capacity per contract. 4DUNS number. 5CAGE Code. 6A statement regarding small business designation and status.
