- Description
- The purpose of this effort is to create a Finite Element Model (FEM) of the F-15E which will enhance the reliability, maintainability and structural integrity of the aircraft through identifying "hot spots" of high stress levels in the structural members during operational loads. The FEM will consist of an updated model and finer mesh of the entire aircraft which will reduce time spent during structural investigations and increase accuracy. To utilize the FEM without the need of the proper system or personnel to perform a finite element simulation, the proposed contractor will create the F-15C/D and F-15E stressor tools. The stressor tools are databases of stresses of individual parts based on several flight conditions. The tool is both searchable and visually interactive by giving the user the ability to click on the model and pick a specific part. Destination: Robins AFB, GA 31098 The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302, to Mercer Engineering Research Center (MERC) Warner Robins, GA 31088 CAGE (1WDH9) Justification: 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive proposals. This requirement is being synopsized for subcontracting possibilities only. Interested sources should contact MERC for subcontracting possibilities. Award will be made only if the offeror, the product/service or the manufacturer meets qualification requirement at time of award, in accordance with FAR clause 52.209-1 or 52.209-2. The solicitation identifies the office where additional information can be obtained concerning qualification requirements.
