Description
*THIS PRE-SOLICITATION NOTICE REPLACES THE NOTICE POSTED 27 APRIL 2009, WHICH WAS LISTED AS SOLICITATION NUMBER N40080-08-R-0453.* The Department of Navy, Naval Facilities Engineering Command (NAVFAC) Washington, intends to solicit for REGIONAL BASE OPERATING SERVICES (RBOS) within the National Capital Region. The RBOS requirements include performance of building Maintenance and Repair, Preventive Maintenance, Fire Protection, Custodial Services, Grounds Maintenance, Refuse Services, Recycling Services, Secured Escort Services, and other miscellaneous services. The Service Provider's employees and subcontractors shall maintain TS/SCI Level Clearances. The work under this contract will be performed predominately in the Navy activities in support of the Commander, Navy Installations Command (CNIC), within the National Capital Region including but not limited to: the National Maritime Intelligence Center (NMIC), Suitland, MD; Fort Washington Facility (FWF), Ft. Washington, MD; Marine Barracks Washington Annex (MBW-Annex) and Marine Barracks-8th & I (8th & I), Washington, DC; Defense Intelligence Analysis Center (DIAC), Bolling Air Force Base (BAFB), Washington, DC; Defense Intelligence Agency (DIA), Tyson's Corner, VA; Naval Explosive Ordnance Disposal Technology Division (NAVEODTECHDIV) Stump Neck Annex, Indian Head, MD; National Naval Medical Center (NNMC), Bethesda, MD; Naval Support Facility Dahlgren, Dahlgren, VA; Naval Research Laboratory (NRL), Washington, DC; and Naval Support Facility Washington, Washington, DC. This requirement is full and open competition. The solicitation is unrestricted; the North American Industry Classification Standard (NAICS) Code is 561210. The size standard is approximately $35.5 million per contract year. The contract is planned for a combination Firm Fixed Price/Indefinite Delivery Indefinite Quantity (FFP/IDIQ) type contract with Award Options. The contract will be for a base period and four one-year option periods and three one-year award option periods, which cumulatively, will not exceed ninety-six (96) months. The best value procurement will require both technical and cost proposals. Award will be based on the best value to the Government; price and technical factors will be considered. All technical evaluation factors are considered equal of importance to one another, and when combined are approximately equal to price. Please refer to Sections L & M of the solicitation for details regarding the evaluation criteria and submission requirements. Large business concerns are required to submit a subcontracting plan prior to award of the contract. The specific evaluation factors will be included in the Request for Proposal. The Government may award the contract without conducting discussions; therefore the offerors' initial proposal shall contain its best terms from a cost and technical standpoint. The Government reserves the right to enter into discussion if deemed necessary to obtain the best value for the Government. Information for this requirement and solicitation package with specifications will be listed under solicitation number N40080-09-R-0478, approximately 31 July 2009, with all files posted on the Government Wide Point of Entry Navy Electronic Commerce Online (NECO) at http://www.neco.navy.mil. The solicitation is available in electronic format only. Contractors are encouraged to register for the solicitation when downloading from NECO. Only registered contractors will be notified by email when amendments to the solicitation are issued. All documents will be in the Adobe Acrobat PDF file format via the Internet. Interested parties must be registered in the Central Contractor Registry (CCR) as prescribed in FAR Clause 52.232-33 and DFARS 252.204-7004. Lack of registration in the CCR database on the part of the offeror will make an offeror ineligible for award.
