Description: This Sources Sought Notice is issued under the American Recovery and Reinvestment Act (ARRA) of 2009 and is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS). ARS is conducting a market survey to identify the availability and interest of qualified Small, Small Disadvantaged, Small Service-Disabled Veteran-Owned, Historically Underutilized Business Zones (HUBZones), and certified 8(a) firms as potential sources of construction for the Renovations of the Center Wing, Phases 3 & 4, at the National Center for Agricultural Utilization Research (NCAUR) in Peoria, Illinois. The North American Industry Classification System (NAICS) code is 236220 with a size standard of $33.5 million. The USDA, ARS has a requirement for the Renovation of the Center Wing, Phases 3 & 4, at the National Center for Agricultural Utilization Research (NCAUR) in Peoria, Illinois. The area to be renovated is approximately 50,000 square feet. The work will consist of the repair or replacement of the mechanical, electrical, plumbing, Heating, Ventilation and Air Conditioning (HVAC) systems, concrete work and asbestos and lead paint abatement. In addition, roofing, lighting protection, drywall, metal studs, insulation, sheet metal, painting, tile work, sediment and erosion control, and grading and seeding work will be required. Finally, there will be standard laboratory casework, fume hood and exhaust requirements. The anticipated period of performance is 24-30 months. The estimated cost of construction is between $30 and $40 million. Interested firms are invited to respond to this announcement by providing the following information: a) professional qualifications necessary for satisfactory performance of the required task; b) specialized experience and technical competence in the type of work required; c) a positive past performance record on projects of a similar size and scope; d) adequate financial resources or the ability to obtain them to perform the contract, specifically, the ability to obtain bonding capacity of 100 percent of the contract price; e) location of companies and subcontractors. Companies within the Illinois, Indiana, Iowa, Michigan, Missouri and Wisconsin areas are preferred, however, others may be considered. NO SOLICITATION EXISTS. THIS REQUEST IS INTENDED ONLY TO IDENTIFY SOURCES OF CONSTRUCTION SERVICES. The Government does not intend to award a contract on the basis of this sources sought notice or to otherwise pay for the information requested. The deadline to respond to this notice is July 6, 2009. No site visits to the facility are allowed. Requested information shall be limited to no more than 20 pages.
