Item/Part Description List Brand Name Justification This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Parts 12 and 13 and in the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is NEEA0000-9-12458, and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-33. The NAICS Code is 811310. This is not a set-aside for Small Businesses. The National Oceanic and Atmospheric Administration (NOAA) is soliciting for switchgear replacement parts for NOAA's Satellite Operations Facility, located in Suitland Maryland in accordance with the attached list. NOTE: All offerors shall include a letter from the OEM verifying the offeror is an authorized distributor and shall verify that only new genuine OEM parts will be provided. Responses will be accepted from Caterpillar only, the Original Equipment Manufacturer (OEM) and/or their authorized parts distributors. Substitute parts are not acceptable. A brand name justification is included. There are no options included and the intent is to award a firm-fixed price purchase order with delivery expected 30 days after award. The following FAR provisions and clauses apply to this solicitation and are incorporated by reference. The provisions and clauses may be downloaded at http://www.arnet.gov/far. FAR Clause 52.212-1, Instruction to Offerors - Commercial Items, applies to this acquisition and there is no addenda to this provision. The provisions at FAR Clause 52.212-2, Evaluation - Commercial Items, applies to this acquisition. The award shall be made on a best value basis. Best value evaluation factors include the following: 1) Approach - The likelihood of effectively meeting the requirements; 2) Past Performance - The relevance and quality of prior performance; and 3) Price - The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) - Conspicuously striking in eminence; Good (G) - Beneficial and worthwhile; sound and valid; Unsatisfactory (U) - Not acceptable. FAR 52-212-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition and there is no addenda to this provision, offerors must include a completed copy with their offier. Failure to provide a copy of the Reps and Certs will disqualify the offer submitted. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website (www.ccr.gov). All responsible sources may respond to this combined synopsis/solicitation with a quotation that provides unit pricing for Items 1-47 on the attached list addressed to Robin Prather, NOAA Acquisition Division, 1315 East West Highway, Room 10100, Silver Spring MD 20910, to be received no later than 1:00 p.m., July 6, 2009. Responses should be emailed to Robin.Prather@noaa.gov. Responses must be no more than 10 pages. The Government reserves the right to make a single award, multiple awards, or no award as a result of this RFQ. It is the responsibility of the contractor to confirm NOAA's receipt of quote. Reference the solicitation number on your quote. The Government may award a purchase order resulting from this solicitation to the responsible offeror conforming to the solicitation which will be most advantageous to the Government, price and other factors considered.
