- THIS NOTICE IS FOR INFORMATION ONLY – The Health Resources and Services Administration (HRSA) intends to negotiate a Purchase Order for the Office of Rural Health Policy (ORPH) with The University of North Carolina Chapel Hill, Rural Health Research and Policy Analysis Center, Cecil G. Sheps Center for Health Services Research, CB # 7590, 725 Martin Luther King Jr. Blvd., Chapel Hill, NC 27599. The purpose of this procurement is to conduct an evaluation of the Patient Assistance Programs (PAP) pilot project. The evaluation will provide guidance to ORHP regarding potential next steps in the effort to support the efforts of rural clinics to provide affordable pharmaceuticals for their low income patients. The Medication Access and Review Program (MARP) program has been quite successful in North Carolina, a state with the infrastructure necessary to support both the implementation and long term sustainability of such a system. However, it is necessary to determine if a program such as MARP can work in states without a comparable infrastructure and whether the pilot has generated enough lessons learned to create opportunity for other rural clinics through informed and sustainable system dissemination. The period of performance for this project is for twelve (12) months. NAICS Code: 611310 This procurement shall be processed in accordance with the Federal Acquisition Regulations Part 13. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, a Justification for Other Than Full and Open Competition is on file, which states and supports that The University of North Carolina Chapel Hill, Rural Health Research and Policy Analysis Center, Cecil G. Sheps Center for Health Services Research is the vendor because it is uniquely qualified to carry out these activities. NC-SHEP has extensive experience working on rural health issues with a particular concentration on rural pharmacy issues. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
