- The Department of Veterans Affairs VA Caribbean Healthcare System (VACHS) San Juan, Puerto Rico has awarded Purchase Order Num. 672-C90401 for the services of Hotel Lodging. Below is the approved Justification and Authorization for use of Other than Full and Open Competition. DEPARTMENT OF MEMORANDUMVETERANS AFFAIRS Date: June 1, 2009 From:Contract Specialist (672/PBD) Subj: JUSTIFICATION AND AUTHORIZATION FOR USE OF OTHER THAN FULL AND OPEN COMPETITION; TEMPORARY LODGING FOR VETERANS PATIENTS FOR VA CARIBBEAN HEALTHCARE SYSTEM, SAN JUAN, P.R. To: FILE 1. AGENCY AND CONTRACTING ACTIVITY: Department of Veterans Affairs, Procurement Business Division, Tres Rios Building, San Patricio, 27 Ave. J. Gonzalez Guisti, Suite 600, Guaynabo, PR, 00968. 2. DESCRIPTION OF ACTION: This is a sole source service to provide temporary lodging for veterans patients for VA Caribbean Healthcare System (VACHS), San Juan, Puerto Rico. 3. DESCRIPTION OF SUPPLIES/SERVICES: The Department of Veterans Affairs VA Caribbean Healthcare requires a lease contract from HOTEL VILLA DEL SOL to provide temporary lodging for Veterans Patients consisting of two rooms, one (1) single and one (1) double. Estimated total time is 122 days. Cost per room is $92.65. Estimated total cost is $22,606.60. 4. AUTHORITY CITED: FAR 6.302-2(a) (2). Unusual and Compelling. 5. REASON FOR AUTHORITY CITED: Services required are needed urgently due the fact that some patients in need of room's space and there is also a reason that theirs is only one responsible source and no other type of supplies or services will satisfy agency unique/specialized requirement at this moment. Rooms are needed immediately. 6. EFFORTS TO OBTAIN COMPETITION: None. See paragraph 5. 7. FAIR AND REASONABLE PRICE DETERMINATION: Prices are considered to be fair and reasonable in comparison with previous purchase orders executed for same service 8. MARKET RESEARCH: Service performed several site visits to various hotels of similar Government's requirements (Prices and accommodations) and needs. However, none of the visited sources meet nor can be modified to meet service description which is essential to the Government requirement. 9. OTHER FACTORS: None 10.
