- Description
- The Olympic National Forest, Washington, intends to acquire by contract reconstruction of storm damaged road including, but is not limited to the following: mobilization, removing damaged 36-inch diameter pipe and installation of 54–inch diameter pipe, soil erosion and pollution control, excavation and embankment, seeding and mulching. This project is located on the Hood Canal Ranger District of the Olympic National Forest, Section 31, Township 23 North, Range 6 West W.M., near Shelton, Washington. It may be reached by traveling north from Shelton on HWY 101 for approximately 6 miles. Turn left (HWY 101 M.P. 339.5) at the George Washington Hatchery onto the SKOK VALLEY ROAD. Follow the SKOK VALLEY ROAD for approximately 5.6 miles. At the y-junction, turn right onto the FS Road 23 and follow for approximately 9.1 miles to the junction with FS Rd. 2353000. Turn Right onto FS Road 2353000 and proceed for approximately 3.3 miles to the project location. Sites M.P. 4.0 and 4.1 can be reached by turning right at M.P. 1.7 on FS Road 2353 and traveling from the end of FS Road 2353 M.P. 8.9 and 9.0. Contract period of performance is from JULY 15, 2009, to November 15, 2009. In-stream work may be performed between JULY 15th and SEPT. 15th. Project Manager is Mr. Rick Greaves, 360-956-2299. The government will proceed to issue a solicitation as a Request for Proposals. This acquisition is 100 percent set-aside for HUBZone small business concerns. Offerors will be evaluated on price, experience, and past performance. Contract award will be to the offeror whose offer, conforming to the solicitation, is the best value to the government. The government estimated value is between $25,000 and $50,000. No bid bond is required. If the contract price is greater than $30,000 and less than $100,000.00, only payment protection is required. Davis-Bacon wage rates apply to any resulting contract. The proposed contract-type is firm-fixed price. This solicitation will be available on or about JUNE 26, 2009. Advertising and response times have been reduced due to the urgency to complete this project. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
