Description
RECOVERY - THIS NOTICE IS BEING PROVIDED FOR INFORMATIONAL PURPOSES ONLY AND IS NOT A SOLICITATION. THIS OPPORTUNITY IS AVAILABLE ONLY TO THE CONTRACTORS LISTED UNDER EXISTINGUS FISH AND WILDLIFE SERVICE REGION 7, ALASKA, ARCHITECT / ENGINEERING (A/E) IDIQ TASK ORDER CONTRACTS. These contracts were competed under the Federal Acquisition Regulation (FAR) Subpart 36, and were awarded in accordance with FAR 36.602 through 36.602-4, with award selection made in accordance with The Brooks Act, Public Law 92-582. The contracts allow for the placement of multiple task orders inclusive of architect and engineering services in accordance with the Brooks Act and are inclusive of set pricing schedules. The Brooks Act establishes the procurement process which architects and engineers (A/Es) are selected for design contracts with Federal agencies. The Act also establishes a qualifications-based selection process, in which contracts for A/E services are negotiated on the basis of demonstrated competence and qualification for the type of professional services required at a fair and reasonable price. This requirement is being advertised under NAISC: 541330, Engineering Services and Product Service Code: C219, Other Architects & Engineering Services The magnitude of this project is between $25,000.00 and $100,000.00. PROJECT INFORMATION: Services are required for Topographic Survey, Foundation Investigation, and Soil Continuity tests of three (adjacent) lots, and one lot that is near the Innoko NWR administrative site in McGrath, Alaska. Selected firm will provide site inspection, soil investigations, site layout, and construction documents for the relocation of two (2), local, surplus residential units onto adjoining lots in the village of McGrath, Alaska. Selected firm shall provide to the Government the following products in accordance wit identified milestones: The soil investigations, surveying and site design work for the house relocations will include: Review existing site plans and structures. Perform soils investigation and topographic survey for the two (2) lots and provide foundation recommendations. This field work includes: Soil borings to determine nature of foundation materials; Excavations and percolation tests to determine location and size of on-site soil absorption wastewater treatment systems; Topographic survey, of both contiguous lots (0.66 acre), out to the centerline of Chinana Avenue, McGrath, Alaska; Inspect the two (2) structures bearing wall supports (foundation connections); and Produce foundation recommendations for both residences that will provide a finish floor elevation above flood elevation, and no lower than 340.0 feet in elevation. Produce contract documents (plans & specifications), based on Refuge requirements, field evaluations, and Alaska Department of Environmental Conservation (ADEC) criteria which include, but may not be limited to: Civil engineering for utility connection (water), on-site wastewater treatment system (ADEC compliant design), site grading, and driveway with drainage culvert; Structural engineering for foundation design and building connection; Electrical engineering review and code compliant designs as required for the electrical utility connection; Develop Construction Cost Estimate. Meet periodically to review, clarify, and/or amend designs. Support the Refuge on project permit applications and/or Alaska Department of Environmental Conservation (ADEC) requirements. The contemplated delivery order will be firm fixed-price against an existing IDIQ A/E Task Order Contract with previously competed pricing. Award is contingent upon the recipient meeting the requirements of Section 1512 of the Recovery Act. Pending successful pricing negotiaitons for this requirement, the estimated award date will be on or about July 10, 2009.
