Description
Military Surface Deployment and Distribution Command (SDDC) has a requirement for a contract for the surface transportation of freight all kinds (FAK) and hazardous materials (HAZMAT) shipments within the Contiguous United States (CONUS). The contractor shall furnish all labor, supplies, materials, supervision, transportation, equipment and perform all operations required in connection with the contract. THIS AQUISITION IS A 100% SMALL BUSINESS SET-ASIDE. The NAICS code for this requirement is 484121 with a size standard of $25.5 million. This presolicitation notice is not a Request for Proposals (RFP), but merely informational, as a solicitation for to this procurement will be posted on or about 17 June 2009. The Government is contemplating the award of a Firm Fixed Price (FFP) Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract to up to five (5) responsible small business offerors whose proposals offer the best value to the Government. The contract period will be for a base one-year period with two (2) one-year option periods. The Government reserves the right not to exercise the option year periods. FAR Clause 52.219-14, Limitations on Subcontracting, is a mandatory material solicitation requirement; therefore, the small business contractor will be required to agree to perform at least 50 percent of the cost of contract performance incurred for personnel with its own employees. In addition, the small business contractor will be required to submit a plan describing how they will comply with this mandate. Central Contractor Registration (CCR) is required to receive any award. All contractors are required to be registered in the Central Contractor Registration (CCR) database. If your company is not registered in the CCR, you may register electronically at http://www.ccr.gov. Online Representations and Certifications Application (ORCA) is also required and Contractors can register at https://orca.bpn.gov. Potential bidders MUST register at FedBizOpps www.fedbizopps.gov in order to receive notifications and/or changes to the solicitation. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. Note: The following movements are excluded from the scope of this contract: a) Sensitive, Classified (Secret and Confidential). b) Shipments requiring a DOD Transportation Protective Service (TPS) other than Constant Surveillance Service (CSS).
