Contractor shall have a minimum of five years of experience and possess technical experience working with similar projects. Offeror shall provide this information along with their quotes. Contract Completion Date: 10/30/09 This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Quote (RFQ) firm fixed price service contract is not set aside. The combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-33. Place of Performance is at the at the Fort McHenry National Monument, 2400 East Fort AvenueBaltimore, MD 21230-5393POC for site visits is Victor Markland, phone number is 410-962-4290, ext 229 email address is Victor_Markland@nps.gov. Interested parties must submit any questions in writing to mattie_walker@nps.gov.Scope of Work:The contractor shall erect the appropriate scaffolding securely to safely access the sculpture for treatment. The contractor shall erect scaffolding in such manner to ensure protection of the artwork. Conservator must be present during erection of scaffolding. The contractor shall photographically document the sculpture and granite base prior to treatment with 35 mm B&W and digital camera prior to treatment. All sculptures require the following: Conservator shall fully inspect the monument to ascertain condition, to include but not limited to: Condition of Wax Coatings, Failed areas of wax coatings, Buildup of old waxes, general soil and adhering corrosion products, particularly in details and depressions of the surface and condition of stone and pointing. Conservation treatment shall be photographed before, during and after the process. The contractor shall provide two hard copies of the treatment report for each sculpture and one CD version.Colonel Armistead Monument The bronze shall be cleaned with water to remove soiling and loosely adhered green corrosion products. The intent of this treatment is to remove old wax and soiling, but leave intact the more firmly adhering green corrosion products on the surface. Specific areas of the bronze that exhibit remains of failed black wax coating after washing shall be washed with naphtha and cloths to remove or redistribute as much of the residual material as possible. Cleaned surfaces shall be protected with a coating of heat applied microcrystalline wax. The cleaned bronze sculpture shall be heated with propane torches and a protective coating of microcrystalline wax to be applied to the surface with naptha or mineral spirits. Line Item 1: $____________________The Statue of Orpheus:To safely access the sculpture for treatment the contractor shall erect the appropriate scaffolding. The Conservator shall be present during erection of scaffolding to ensure protection of artwork. Padding shall be provided to protect granite base and steps and eliminate potential for scratching. The contractor shall carefully examine bronze sculpture to determine existing condition and conservation treatment. This shall include an inspection of mounting, welds and plates. The contractor shall examine the weld lines along top of the self-base. One of these lines cracked during the last conservation treatment of the Orpheus in 2000. Please compare previous documentation to the growing crack and advise if additional treatment is necessary. Contractor shall examine the forehead of the sculpture for previously existing holes identified in 2001 cleaning. The contractor shall compare the documentation taken during the treatment in 2001 and provide treatment recommendation, and implement if necessary. Examine "troughs" located on top of the stone base just beneath the bronze. These troughs channel water to the interior of the stone base. Because it is unclear whether a drain is present within the interior of the base to remove water, evaluate existing condition to determine if a treatment solution is necessary.Bronze shall be cleaned with water to remove soiling and loosely adhering green corrosion products. The intent of this treatment is to remove old wax and soiling, but leave intact as much stable green corrosion products on the surface. Areas of the bronze that still exhibited residual coating shall be washed with naphtha and cloths to remove as much of the material as possible. Protect the surface and green color with a protective coating of heat applied microcrystalline wax. The cleaned bronze sculpture shall be heated with propane torches and a protective coating of microcrystalline wax to be applied to the surface (Kindt-Collins Synthetic Beeswax/BeSquare 195, 50/50 mix). NOTE: The frontal area of the head is very thin. This area shall not be overheated to high temperature. Wash "Tennessee Pink" marble base with filtered water and non-ionic detergent to remove soiling. Examine mortar joints of base. Repair/re-point as needed by raking joints out as necessary. Additionally, small tools, such as a diamond abrasive disc may be required to aid in this process. Provide replacement mortar samples to be used to COTR to best match existing work. (Formula consists of 1 part lime putty, 1 parts white Portland, 9 parts sand. Conservation treatment shall be photographed before, during and after the process. Two hard copies of the treatment report and one CD version shall be provided by the contractor.Line Item 2 $__________________ The Francis Scott Key Memorial Plaque:The bronze shall be cleaned with water to remove soiling and loosely adhering green corrosion products. The intent of this treatment is to remove old wax and soiling, but leave intact the more firmly adhering green corrosion products on the surface. Specific areas of the bronze that exhibit remains of failed black wax coating after washing shall be washed with naphtha and cloths to remove or redistribute as much of the residual material as possible. Works were last treated by washing with medium pressure water and solvents to remove residual wax in 2000 and maintained in 2001, were coated with a heat-applied wax.
