Description
THIS IS A SOLE-SOURCE PROCUREMENT. NASA/GRC INTENDS TO PURCHASE THE ITEMS/SERVICESFROM PORTLAND STATE UNIVERSITY OF PORTLAND, OR. This sole source is under the authorityof FAR Reference 13.106-1(b)(1), Only one responsible source and no other supplies orservices will satisfy Agency requirements.NASA/GRC has a requirement to continue further development of the Interface Tool highlyrelevent to the Exploration Program and conduct a low-gravity fluid study based on theminimal surface energy of liquids. The period of performance will be from the date ofcontract award through 5-31-2010.In 2006 NASA issued a contract to Portland State University to conduct a low-gravityfluid study based on the minimal surface energy of liquids. NASA has determined that further development of the Fluid Interface Tool is warranted andhighly relevant to the Exploration program. Portland Statue University is uniquelyqualified to lead this development effort because of their experience in low-gravityfluid phenomena, thier experience in using the Surface Evolver code, and the verysuccessful development of the Fluid Interface Tool software product. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 8, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
