Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format specified in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and a separate written solicitation will not be issued. This solicitation number is NHLBI-PB(HL)-2009-200/GMV and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-33. The North American Industry Classification System (NAICS) Code is 334510, and the small business size standard is 500 employees. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13 and is a small business set-aside. It is the intent of the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI) to procure the equipment specified below from Nova Medical, Inc. 150 West Street, Suite 201, Wilmington, MA 01187. 1.Part Number NMSC070A-8-1.5S Custom Eight Channel Flexible SENSE Array in 8x1 geometry for ANIMAL IMAGING ONLY. Coil coverage to be 40cm (RL) x 24cm (SI). Seven (7) openings to be present in coil with size >3.6cm. Coil foam thickness <=1.5 cm. Coil provided with preamplifiers/cabling for interface to Siemens 1.5T Scanner. 2.Part Number NMSC070B-8-1.5S Custom Eight Channel Flexible SENSE array in 8x1 geometry. Coil coverage to be 40cm (RL) x 24cm (SI). Coil provided with preamplifiers/cabling for interface to Siemens 1.5T Scanner. (Investigational Device and Federal Law Limits their use to investigational purposes). 3.Part Number NMSC070C-8-1.5S Custom Eight Channel SENSE array in 8x1 geometry final specifications TBD. The Translational Medicine Branch (TMB) of the National Heart, Lung, and Blood Institute (NHLBI) of the National Institutes of Health (NIH) is involved in ongoing clinical and laboratory studies whose aim is to develop new understanding and treatments for cardiovascular disease. Within each of these sections a number of basic mechanistic studies and/or translational or clinical protocols are currently underway. The clinical focus includes the use of stem cells in cardiovascular diseases, novel approaches to treat patients with intractable coronary ischemia, application of magnetic resonance imaging (MRI) technology for patients with peripheral vascular disease and new therapeutic approaches for patients with hypertrophic cardiomyopathy. On the basic research side, efforts are underway to better understand cell cycle regulation of vascular smooth muscle cells, the role of reactive oxygen species in signal transduction pathways, cholesterol transport in macrophages and large scale genomic applications in cardiovascular disease. The TMB also provides state of the art diagnostic technologies and expertise, including stress testing (EKG, echo, radionuclide ventriculography), 2-D and 3-D echocardiography, nuclear imaging (left ventricular function studies, myocardial perfusion, myocardial metabolism), electrophysiology testing, pacemaker management, and cardiac catheterization. The Cardiovascular Intervention Program within the Translational Branch is developing image guided transcatheter cardiovascular interventional procedures guided by MRI. These procedures will be conducted during real-time imaging of the patient inside a clinical MRI scanner. In some cases, the interventional cardiologist must place devices such as needles and catheters directly through the chest to access the heart. Surface receiver coils placed on the patient’s chest to image the heart present an obstacle to these devices. The current vendor supplied body array does have holes which can accommodate devices, but it is not optimized for rapid real-time imaging. Consequently, compromises are made in either image quality or imaging speed, which are not acceptable for clinical procedures. Other coils obtained do not have access holes. A custom receiver coil is needed which is designed to allow direct cardiac access through holes in the coil and which is also optimized for real-time cardiac imaging. The offeror must include a completed copy of the following provisions: 1) FAR Clause 52.212-1, Instructions to Offerors--Commercial; 2) FAR Clause 52.212-2, Evaluation--Commercial Items. As stated in FAR Clause 52.212-2 (a), The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Evaluation and Price. 3) FAR Clause 52.212-3, Offeror Representations and Certifications--Commercial Items; 4) FAR Clause 52.212-4, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items; and 5) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items Deviation for Simplified Acquisitions. This action is under the authority of 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1 and HHSAR 306-302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all responses received within 15 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely for the purpose of determining whether to conduct a competitive acquisition. The offeror must include in their quotation, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Note: In order to receive an award from the NHLBI, contractors must have a valid registration in the Central Contractor Registration (CCR) www.ccr.gov. Interested vendors capable of furnishing the Government with the items specified in this synopsis should submit their quotation to the address below. Quotations will be due fifteen (15) calendar days from the publication date of this synopsis or by July 6, 2009 at 3:00 p.m., Eastern Standard Time. The quotation must reference Solicitation number NHLBI-PB(HL)-2009-200/GMV. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
