- The USGS intends to issue a noncompetitive bridge contract under the NAICS Code 541511 to Monster Government Solutions (MGS) for software maintenance services for existing recruitment and position classification applications. MGS maintains proprietary data rights to the system. The USGS knows of no other firms that has been authorized by MGS to provide a compatable analytical reporting application that can be integrated with MGS's recruitment application. This bridge contract will allow the USGS the time to compete a future award for such system in FY 2010. The proposed action is for a period of performance of one year. The proposed contract type is firm fixed price. This is a notice of intent to award on a noncompetitive basis in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy the Requirement, to Monster Government Solutions and is not a request for competitive proposals. Firms that believe they are capable of meeting the requirement must submit an interest letter that demonstrates their ability to provide an equivalent support system. Interested parties shall provide rationale as to why they should be considered. All interested firms must respond to this announcement by Friday, June 26, 2009, 9:00AM EST to Nicole Fuselier, 12201 Sunrise Valley Drive (MS 205), Reston, VA 20192, by E-mail to nfuselier@usgs.gov, or to Ms. Fuselier's attention via FAX 703-648-7901. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. NOTE: All information submitted in response to this announcement is voluntary - the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Materials submitted to the Government for review will not be returned. Respondents will not be notified of the results of the evaluation.
