Description
The Social Security Administration (SSA) intends to purchase software proprietary to one manufacturer as set forth in the Federal Acquisition Regulation (FAR) 8.405-6 “To an item peculiar to one manufacturer.” As it stands, Phoenix Software International is the only known manufacturer of the abovelisted software. The Social Security Administration currently owns a Site License for Falcon/DE software which is a mainframe-based data entry product acquired from Phoenix Software International. This software provides the programming tools for designing and implementing panels, menus, and data tables, and for coding the several hundred applications that are currently being used. The software at the DSC must mirror the software that is currently installed at the NCC if SSA is going to accomplish its goal of establishing a co-processing environment as directed by the Department of Homeland Security SSA also requires maintenance support on Government-owned Lifeworks Server and User Support Software Licenses. These licenses are used for many non-annual wage reporting jobs. This software enables SSA to key and process over 20 different workloads. SSA has been using this software for more than 10 years but is still required for critical workloads. These licenses are loaded on a DB1 in the Server Room in Wilkes-Barre PA. Any vendor capable of providing software that can perform the essential requirements must present electronic/written evidence of such capabilities by June 24, 2009. The evidence must include a discussion of how the software would satisfy the proposed requirements. The Government does not intend to pay for information received and does not intend to provide evaluation results to the sender.
