- The Government intends to execute an unrestricted procurement for major maintenance, repair, recertification, and transportation of Government-Owned tube bank trailers and Government-Owned High Pressure Cylinder Assemblies (HPCA). These containers are used to transport bulk gaseous helium to American and Allied Forces in two war zones. The procurement is expected to result in one fixed price Requirements Type contract with a performance period of 1 Sept 2009 through 30 September 2011. The Contractor will provide all production supplies, management, tools, equipment, labor, and any raw materials necessary for maintenance, repair, recertification and transportation of the tube bank trailers and HPCAs. The contractor will use contractor-provided tractors to pick up tube bank trailers and contractor provided tractors with flatbed trailers to pick up HPCAs and miscellaneous cargo (crates of trailer parts, wood shoring material, and replacement cylinders for HPCAs) from the U.S. Military Aerial Port at Al Dhafra, U.A.E and transport them to the contractor’s maintenance facility. The tube bank trailers and HPCAs will require inspection upon arrival at the contractor’s facility, followed by general major maintenance and recertification to DOT and ASME standards as needed. Contractor shall provide a secure space to store up to 12 tube bank trailers and 18 HPCAs at any one time until notified to deliver them to a the helium contactor’s transfill location for filling at XXXXXXXX (To be determined), Dubai, U.A.E. The performance period shall be from 01 Sep 2009 through 30 Sept 2011. SUBJECT SOLICITATION WILL BE ISSUED ON OR ABOUT 15 Jul 09 and posted to the FedBizOpps web page at (http://www.fedbizopps.gov/).
