Description
NOTICE OF CONTRACT ACTION (NOCA): Air Armament Center, AAC/PKET, located at Eglin AFB, FL intends to conduct a full and open competition for the upgrade, design, build and integration of a new capability into an existing Air Force 16 foot diameter, 153,000 lb variable inertia aircraft wheel and brake dynamometer located at the 46 TW Landing Gear Test Facility at Wright Patterson AFB, OH. The Request for Proposal (RFP) will be issued on or about 15 September 2009 with proposals due 30 days after issuance. The performance period is anticipated to be 24-30 months after contract award. The anticipated award date is within the 1st quarter of CY 2010. The North American Industry Classification System (NAICS) code is 334519, with a small business size standard of 500 employees. Using FAR Part 15 procedures, the government intends to award one fixed price contract resulting from this solicitation to the responsible offeror whose proposal conforms to the solicitation requirements and will provide the best value to the government. This will be a web-posted solicitation which will be posted on the Federal Business Opportunities website at http://www.fbo.gov. The government will not distribute hard-copy solicitations, attachments, exhibits, or amendment documents. Subsequent amendments to the solicitation, if any, will be issued via the Federal Business Opportunities website. Prospective offerors are responsible for checking the referenced website early and periodically for the solicitation and any solicitation amendments. Prospective offerors should not expect notification that any amendment has been issued. The government is not responsible for any loss of internet connectivity or for an offeror's inability to access the document posted on the referenced website. The Air Armament Center has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather the Contracting Officer previously identified. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
