- RECOVERY--THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W91QV109R0032. RECOVERY - Design and Build a new State Highway Bridge at Ft Belvoir, VA. Mission Installation Contracting Command, 9410 Jackson Loop Ste 101 Fort Belvoir, Va, 22060 plans to issue a Request for Proposal (RFP) for a requirement to Design and Build a new State highway bridge at the same location and to replace the existing bridge. The new bridge should be at least 37-00 wide with bottom beams level at least 7-6 higher than the existing level. New bridge decking should have minimum 4000 psi concrete, expansion joints and slope for drainage. Provide sidewalk and railing on the bridge. Provide all required structural calculations, surveying, geotechnical report, etc. All designs should be done by professional engineers. Final design should be sealed with PE stamps. The new bridge shall meet Virginia Department of Transportation, Federal Highway Administration and any other regulatories. The North American Industry Classification code for this requirement is 237310. The Contractor shall perform a delineation of all streams and wetlands, including the stream assessments, for the entire project area, which shall include, but not limited to the LOD, staging areas, lay down areas and any other area that might be disturbed or is within 35 feet of the outer limits of the project. The delineation should comply with the Corps of Engineers 1987 Wetlands Delineation Manual and all subsequent guidance for delineating wetlands. The site contains atypical situation and potential problem areas. The report shall include all required documentation to submit a complete JD application package, inclusive all necessary forms, for the Corps jurisdictional determination verification. The contractor shall provide all materials, labor, equipment, transportation, and services to design and build the replacement of Bridge 3291 located at Farrar Road near the intersection with Fairfax County Parkway. The order of magnitude for this project is between $2,500,000.00 and $3,000,000.00. Contract award will be made on a firm Fixed price basis. This project will be funded through the American Recovery and Reinvestment Act 2009. The acquisition will be released as a 100% small business set-aside. The solicitation notice and any/all amendments will be posted and available for viewing and downloading at Army Single Face Industry (ASFI). Website http://acquisition.army.mil/asfi/. The RFP is anticipated to be posted on or about 9 June 2009 and the proposals are due on or about 9 July 2009. No CDs or hard copies will be made available.
